Sr. Compliance Reporting Analyst**To be considered you must have an active and current TS/SCI w/ Poly security clearance**Job DescriptionThe Sr. Compliance Reporting Analyst provides contractor support to a government customer responsible for compliance and oversight activities related to the Foreign Intelligence Surveillance Act (FISA) collection authority. The role focuses on the lawful access, querying, review, use, retention, dissemination, and purging of FISA-acquired information; protection of U.S. person information; prevention and detection of compliance incidents; and timely remediation and reporting. The role translates complex legal and policy requirements into operational and technical controls and verifies that those controls are implemented effectively across systems and processes, and mission teams.
Primary Responsibilities:- Plan, coordinate, and execute FISA compliance activities in accordance with applicable laws, intelligence authorities, policies, and procedures.
- Provide compliance guidance on the lawful access, querying, use, retention, dissemination, and purging of FISA-acquired information, including user access administration.
- Review FISA collection requests, dissemination products, and supporting documentation to ensure compliance with legal, policy, and classification requirements.
- Prepare for and support internal and external compliance reviews, audits, and oversight activities, including documentation, issue resolution, and corrective action tracking.
- Identify, investigate, document, and report compliance incidents; implement and maintain controls to mitigate risk and ensure timely remediation.
- Develop and maintain compliance documentation, SOPs, user guidance, training, and technical requirements; translate legal and policy requirements into operational processes and controls.
- Analyze compliance data and trends, collaborate with legal and technical stakeholders, and provide recommendations to improve compliance, data quality, and automated oversight capabilities.
Basic Qualifications:- Bachelor's degree with 8-12 years of relevant experience, or a master's degree with 6-10 years; equivalent experience may be substituted for a degree.
- Experience supporting FISA or SIGINT compliance, intelligence oversight, legal-policy implementation, or related mission functions.
- Knowledge of FISA compliance requirements, including targeting, minimization, querying, dissemination, retention, purging, incident reporting, and protection of U.S. person information.
- Experience conducting compliance reviews, audits, assessments, incident reporting, records management, and translating legal and policy requirements into operational or technical controls.
- Experience using compliance tracking systems, databases, document repositories, Microsoft Excel, and PowerPoint to manage data and develop reports and briefings.
- Strong written and verbal communication skills with the ability to coordinate effectively across legal, technical, operational, and leadership stakeholders while managing competing priorities.
- Active TS/SCI clearance with polygraph and the ability to work full-time on-site at the government facility.
Preferred Qualifications:- 10+ years of experience supporting FISA compliance, intelligence authorities, legal policy, or SIGINT mission operations.
- Experience with SIGINT targeting tools, intelligence processes, and compliance policies.
- Experience designing or advising on SIGINT workflows, systems, policies, processes, and technical controls to enforce legal and compliance requirements.
- Direct experience supporting Section 702 compliance, including mission-user access, querying, minimization, dissemination, retention, purging, incident management, or oversight reviews.
- Familiarity with RISAA, Executive Order 14086, and related privacy, civil liberties, accountability, and transparency requirements.
- Experience implementing technical compliance requirements, leveraging automated oversight, data-quality controls, dashboards, metrics, and trend reporting.
- Familiarity with JIRA, Confluence, or similar collaboration tools, and experience with all-source intelligence, including cable traffic, data retention, and purging requirements.

Pay Range:Pay Range $92,300.00 - $166,850.00
