Job Overview
Our client is staffing Task Force Raptor, a systems development and IT modernization effort in direct support of the White House Communications Agency (WHCA). WHCA is the joint-service Department of Defense organization, aligned under the White House Military Office, that delivers secure voice, video, data, and audiovisual communications for the President, the Vice President, the White House staff, the United States Secret Service, and Presidential emissaries - at the White House, at Camp David, and anywhere in the world the mission travels. The systems this team builds are used to run that mission.

The Automated Workflows workstream takes the manual, paper-and-email processes the agency depends on and turns them into governed, auditable, automated workflows - equipment accountability, personnel and access actions, mission tasking, service requests, change and approval chains, and readiness reporting. Processes that run today on spreadsheets, email threads, and institutional memory become process flows, business rules, routing and approval logic, notifications, escalations, and system integrations that are fast, consistent, and traceable.

As a Business Analyst for Automated Workflows, you figure out how the work actually gets done today - not how the SOP says it gets done - and help design the future state. You will support process analysis and requirements elicitation, map current-state processes with all their handoffs and exceptions, and document the triggers, routing, approvals, business rules, notifications, and roles that the development team will automate.

Work is performed onsite in the Arlington, Virginia area, Monday through Friday during core business hours, in accredited Government spaces alongside the Government Product Owner and WHCA technical staff. The team delivers in sprints against a prioritized backlog, with real users a short walk away and short feedback loops. This is a funded position on a ten-year IDIQ vehicle running through 2030 and expected to extend beyond it - the roadmap is long, the funding is in place, and the mission does not go away with an administration.

This position requires a Yankee White clearance (Presidential Support Duty). Candidates must be U.S. citizens who currently hold an active Top Secret clearance with SCI eligibility and who are able to obtain and maintain Yankee White.

Responsibilities and Duties

This role provides onsite support in the Arlington, Virginia area, Monday through Friday during core business hours. Duties will include:
  • Provide business and systems analysis support for automated workflow and business process improvement initiatives.
  • Support requirements elicitation and business process analysis activities, and translate business and operational needs into functional, workflow, integration, data, and reporting requirements.
  • Develop and maintain business and functional requirements, user stories, use cases, process flows, workflow diagrams, business rules, decision logic, acceptance criteria, and requirements traceability matrices.
  • Analyze current-state business processes to identify manual activities, bottlenecks, redundant steps, handoffs, dependencies, exceptions, and opportunities for automation and optimization.
  • Support development of future-state process models and work with technical teams to define automated workflows that improve efficiency, consistency, traceability, and operational performance.
  • Define and document workflow requirements including process triggers, routing logic, approvals, business rules, notifications, escalations, exception handling, system interactions, data inputs and outputs, user roles, and access requirements.
  • Ensure automated processes accurately reflect approved business rules, operational procedures, and Government policy - including where a human approval must remain in the loop.
  • Work closely with Development Leads, developers, solution architects, system administrators, cloud and infrastructure engineers, cybersecurity personnel, testers, Product Owners, and other stakeholders throughout the solution lifecycle.
  • Participate in requirements workshops and process-design sessions, resolve requirements ambiguities, manage changes to requirements, and maintain alignment among business needs, technical solutions, and delivered capabilities.
  • Support system and workflow testing by developing acceptance criteria, reviewing test scenarios against requirements, coordinating user acceptance testing, validating automated process behavior, and confirming that implemented workflows satisfy approved requirements.
  • Identify and track requirements-related risks, issues, dependencies, and decisions affecting automated workflow solutions.
  • Support workflow automation initiatives across heterogeneous enterprise environments and platforms, including technologies such as Microsoft, AWS, VMware, and Oracle, and help define requirements for automation and process integration across existing, legacy, and emerging systems.

Required Skills and Experience
  • U.S. citizenship is required. Candidate must be eligible for a Yankee White clearance (Presidential Support Duty) in accordance with DoD Directive 5210.55 and DoD Instruction 5210.87, including a favorably adjudicated Tier 5 investigation.
  • Candidate must currently hold an active Top Secret clearance with SCI eligibility and must be able to obtain and maintain Yankee White.
  • Ability to work onsite in the Arlington, Virginia area, Monday through Friday during core business hours.
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Engineering, or a related field, or an equivalent combination of education and directly relevant experience.
  • Minimum of 3 years of relevant experience in business analysis, systems analysis, business process analysis, workflow automation, requirements management, systems integration, or a related discipline.
  • Demonstrated experience gathering, analyzing, documenting, and validating requirements for business processes, automated workflows, enterprise applications, system integrations, business rules, approvals, data exchanges, or process improvement initiatives.
  • Proficiency producing the core BA artifact set: requirements documents, user stories with acceptance criteria, use cases, process and data flow diagrams, and requirements traceability matrices.
  • Working knowledge of business process modeling notation (BPMN) or equivalent, and the ability to model a process precisely enough to build from.
  • Experience working in an Agile/Scrum environment, writing and refining backlog items with a Product Owner and development team.
  • Strong elicitation, facilitation, analytical, and documentation skills.
  • Professional interpersonal and written communication skills, and the judgment to operate discreetly in a sensitive, high-visibility environment.

Desired Skills and Experience
  • Business analysis certification such as Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or equivalent.
  • Hands-on familiarity with ServiceNow, Microsoft Power Platform, Appian, Pega, Nintex, or a comparable workflow automation platform.
  • Lean Six Sigma, business process management, or process improvement certification.
  • Experience analyzing asset and equipment accountability, personnel and access actions, service request management, or change and approval processes.
  • Experience with Jira, Azure DevOps, Confluence, Visio, Lucidchart, or equivalent tooling.
  • Experience supporting federal Government IT, cybersecurity, cloud, or digital modernization programs.
  • Prior experience supporting WHCA, the White House Military Office, DISA, the Executive Office of the President, or another Presidential Support Duty mission.
  • Active Yankee White clearance, or a Tier 5 investigation adjudicated within the last three years.
  • Experience working in DoD environments subject to RMF, eMASS, DISA STIGs, and Impact Level 5 or 6 hosting requirements.
  • Experience in a fast-moving, small-team environment where the customer sits with the delivery team.
  • Prior military service, particularly in a joint communications, signal, cyber, or C4 role.
