This is the sixth level in a six-level Program Administration classification series devoted to administering an assigned program area. Incumbents ensure programs are delivered effectively, monitor program performance, prepare reports, maintain records, and serve as the primary resource for the program area. Work requires independent judgment, strong organizational skills, and the ability to collaborate across departments. Depending on the assignment, the position may provide supervision to paraprofessional-level staff.
Essential FunctionsPOSITION SPECIFIC DUTIES- Serves as the City's primary Public Information Officer (PIO), overseeing all official communications and media relations.
- Manages communications and public engagement for City leadership, including drafting official statements, speeches, presentations, and coordinating the Mayor's State of the City event.
- Develops and executes strategic marketing campaigns for internal departments, aligning initiatives with organizational objectives.
- Manages projects from conception through completion and provides data-driven analysis and insights as needed.
- Leads all website content strategies, including maintaining site accuracy and training staff on website tools and functionality.
- Provides crisis communications guidance and support for all Public Safety departments, ensuring consistent, timely, and effective messaging during critical incidents.
- Conceptualizes and produces high-quality video and graphic design projects from initial concept through final delivery.
- Creates City newsletters highlighting departmental programs, services, and events.
- Develops clear, effective public relations messaging.
- Distributes communications across diverse channels and platforms to maximize reach and engagement.
- Designs communication and marketing materials that support organizational goals.

Minimum Qualifications Education and Experience:
Bachelor's degree in a field directly related to assignment and 5 years of related experience or an equivalent combination of directly related education and experience.
Certifications/Licenses:
- Based on assignment. Arizona Class D Driver's License.
- Marketing and Communications assignments.FEMA's IS-29, IS-100, IS-200, IS-700, IS-800, and IS-2200 within 12 months of appointment.
CONTINUING EMPLOYMENT REQUIREMENTS- Maintain all certifications/licenses required at job entry and within the specified timeframe.
