SUMMARY

This position is responsible for leading the pre-construction planning and market launch of new fiber telecommunications networks across one or more emerging markets. The role oversees estimating, design, engineering, and permitting activities; establishes project cost and schedule baselines; and delivers fully construction-ready programs for seamless transition to the construction team for execution and deployment.

ESSENTIAL DUTIES AND RESPONSIBILITIES: What will you be doing?

  • Lead pre-construction planning and market launch for FTTH deployments in new and emerging markets, including feasibility assessment, serviceability analysis, and route planning.


  • Defining comprehensive plans for large, complex, highly technical projects that cover the following: phased delivery plan; resource requirements; project costs, project schedule; risk assessment and mitigation; expense and capital budget requirements; resource structure and accountability matrix; project governance and reporting.


  • Leading the pre-construction solution definition. Covering everything from the network architecture, process and system solutions, construction methodologies, material selection, acquisition and handling, and constructability review, including coordinating engineering and design to ensure complete, accurate, and constructible OSP designs.


  • Own the jurisdictional groundwork in each market: municipal permitting and right-of-way coordination, franchise and licensing agreements, pole attachment and joint-use agreements, and make-ready coordination with utilities and local jurisdictions.


  • Develop early cost models and estimates that establish the capital plan and unit-cost baseline for each new market.


  • Building a partnership model, as the team may include company employees from various outside departments as well as outside contractors and engineering firms and must establish and drive clear accountability for all team members and create an environment that enables high performance from the team. Includes standing up local capability in markets with no existing footprint; building the contractor, engineering firm, and material supply; supporting contractor and vendor selection and scope alignment.


  • Lead the RFP process for contractors, engineering firms, and material suppliers; scope development, bid solicitation, bid leveling and evaluation, and award recommendation. Establish the resulting Statements of Work and commercial terms.


  • On-time delivery of projects to scope, budget, and other constraints. Accountable for full construction readiness; designs, permits, materials, and contractors; prior to mobilization.


  • Define and own the handoff to construction: readiness criteria, documentation package, and transition of the market to the construction team for full-scale design and build.


  • Codify a repeatable market-launch playbook and lessons learned so that each subsequent market mobilizes faster.


  • Responsible for in-scope, on schedule, and on budget delivery of pre-construction milestones. Establish the appropriate project/team structure, reporting and metrics to measure, monitor performance against plan, reporting regular status updates to customers, superiors, executives, and key strategic stakeholders.


  • Align resources; manage issues, risks and all project deliverables.


  • Responsible for implementing the corporate and organizational specific health and safety policies and procedures, as well as the safe working behaviors of our vendors and suppliers.


  • Coordinate financial management controls (from order-to-bill) for pre-construction spend and additional assurance needs considering all stakeholders, internal and external.

SUPERVISORY RESPONSIBILITIES: Who will you be in charge of?

Overseeing vendors, material vendors, and suppliers engaged during pre-construction.

  • Proficient in observing safety and security procedures; determines appropriate action beyond guidelines; reports on potentially unsafe conditions.


  • 5+ years of Telecom, utility infrastructure, engineering and construction experience in ISP and OSP with experience in builds of MDU and/or SMB projects preferred but not required. Strong knowledge of OSP construction methods (aerial and underground), and experience in FTTH planning, estimating, municipal permitting, and right-of-way coordination, preferred.


  • Bachelor's degree or equivalent training, certifications, or relevant experience will be considered in lieu of a degree.


  • Valid, unrestricted driver's license


  • Ability to speak/write in Spanish and other languages is desirable but not required.


  • Proficient in technology-related skills, including knowledge of Internet Software; Microsoft Office Suite, Design Software (Visio, Vetro, others); GIS Software; Sitetracker; and Project Management and Financial Software (Netsuite)


  • Established expertise in communicating changes and progress; consistently completes projects on time and within budget. Strong financial, analytical, and project management skills.


  • Demonstrated experience running competitive procurement in infrastructure or construction environments: building and issuing RFPs, leveling and evaluating bids, negotiating unit pricing and commercial terms, and drafting Statements of Work that hold vendors accountable to scope, schedule, and quality.
