Northrop Grumman Mission Systems Navigation, Intelligence and Connectivity Division, Engineering and Sciences (E&S) is seeking a Manager of Systems Engineering 3. This position will be onsite and will be the Department Manager of Business Execution Engineering (BEE) homeroom organization for the Strategic Intelligence and Data Exploitation (SI&DE) Operating Unit, reporting to the E&S Director of the SI&DE BEE organization. This position will work from one or our NGMS SI&DE locations in either McClellan, CA or Chantilly, VA.

As the SI&DE BEE Engineering Department Manager, you will be in a dual-role position with approximately 50/50 work split between direct program/capture and indirect functional homeroom responsibilities of an engineering organization of approximately 30 technical leaders across the SI&DE portfolio of programs.  This is a manager of managers role, with a direct and/or dotted line staff consisting of front-line managers and senior technical staff. 

The leader filling this role will demonstrate a passion for ensuring strong technical engineering execution aligned with process rigor.  They will proactively engage with their team to resolve complex technical and programmatic challenges early with a focus on the development and execution of effective return to green plans.

What You’ll get to Do

  • Support SI&DE Operating Unit as Engineering Department Manager by contributing to SI&DE program(s)/captures(s) and providing people leadership for technical leaders in Chief Engineer (CE), Systems Engineering Integration and Test (SEIT) Lead, Engineering Program Manager (EPM), Integrated Product Team (IPT) Lead, Architect and similar roles through talent development, mentoring/coaching, staffing planning, engagement, retention, and knowledge sharing.
  • Support E&S SI&DE BEE Director by ensuring consistent rigor in planning, technical baseline & cost/schedule management, metrics management, and issue resolution related to engineering execution.
  • Develop technical leaders in the roles identified above to ensure business success.
  • Oversee general administration for the SI&DE BEE organization, including managing indirect budgets, process improvements, staffing, workload forecasts, and extended workweek approvals.
  • Collaborate with business & other functional leaders on resourcing programs and meeting competing demands of a diverse portfolio of programs.
  • Collaborate with discipline engineering team members to share best practices and accelerate implementation of Mission Systems Sector standards.
  • Travel up to 25% of the time.

Basic Qualifications:

  • Bachelor’s degree in Science, Technology, Engineering, Mathematics, or related fields, with at least 8 years of experience; Master's degree with at least 6 years of experience.
  • Successful execution/delivery in SIGINT, Cyber (Offensive or Defensive), Non-Kinetic, or related mission areas.
  • Demonstrated technical leadership experience in SEIT Lead, EPM, Chief Engineer, IPT Lead, System Architect, or equivalent role across multiple capture/program lifecycle phases.
  • Deep knowledge of program execution, technical baseline management, staffing, engineering metrics and training resources, processes, and tools.
  • Experience leading diverse technical teams across multiple locations.
  • Experience in engineering leadership processes and tailoring.
  • High proficiency in technical problem-solving, including return-to-green plans, root cause analysis and solution development.
  • Active Secret clearance with the ability to obtain and maintain a Top Secret/SCI.
  • Ability to work onsite full-time at either our McClellan, CA or Chantilly, VA sites.
  • Demonstrated ability to lead aligned with our Northrop Grumman values and leadership behaviors.

Preferred Qualifications:

  • Active DoD Top Secret/SCI Clearance.
  • Advanced knowledge and 8+ years of experience in SIGINT, Cyber (Offensive or Defensive), Non-Kinetic, Cryptography, or related mission areas.
  • Demonstrated experience leveraging AI tools and processes to improve efficiency, quality, or scaling.
  • Experience executing System Architecture Affordability and Risk Reviews (SAARRs), Independent Reviews, Non-Advocate Reviews.

Primary Level Salary Range: $193,000.00 - $289,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
