The Manager, Data Governance is responsible for managing and advancing CBH's enterprise data governance program under the direction of the Senior Director of Data Analytics. The Manager establishes governance standards, processes, roles, and accountability that promote trusted, consistent, high quality, and appropriately used data across CBH by bridging business logic between operational systems and analytics/informatics environments.

This role leads data governance activities related to data ownership and stewardship, data definitions and business rules, metadata, data quality, reporting and analytics, and semantic data governance, including business and semantic data modeling. The Manager partners with Data Analytics, Data Informatics, CBH's Data Architect, IT, and business stakeholders to embed governance into business, reporting, analytics, and technology processes. The Manager serves as a data governance subject matter expert while supervising and developing assigned staff.

Essential Functions:

Data Governance Program Management

• Manage the daily operation and continuous improvement of CBH's enterprise data governance program.
• Establish and maintain governance policies, standards, processes, roles, decision rights, and accountability.
• Operationalize and execute the enterprise data governance roadmap and priorities established by the Sr. Director, managing day-to-day documentation and tracking defined measures of program effectiveness.
• Identify and escalate governance risks, gaps, and unresolved issues.
• Facilitate governance committees and working groups and ensure decisions are documented and implemented.

Data Standards, Semantic Governance & Quality

• Establish and maintain enterprise data definitions, business rules, metrics, metadata, lineage, and related governance assets including business glossaries, libraries and catalogues.
• Define and maintain lightweight business and semantic data models that establish relationships among key data elements, business concepts, measures, and data domains.
• Promote consistent interpretation and use of data across operational, regulatory, reporting, and analytics functions through common definitions, business rules, metrics, and semantic models.
• Establish data quality standards and processes for identifying, prioritizing, and resolving data quality issues.
• Establish and maintain clear data ownership and stewardship practices, including roles, responsibilities, and accountability.
• Partner with data owners, stewards, technical teams, and business stakeholders to address data quality, semantic, and governance concerns.
• Partner with both the Data Architect and the Data Informatics team to ensure business and semantic data models align with technical data structures and organizational requirements.

Reporting, Analytics & Change Management

• Ensure data governance requirements are incorporated into reporting, analytics, new systems, integrations, and business initiatives.
• Review significant changes to data elements, metrics, reporting logic, business rules, and business processes for governance and semantic implications.
• Promote consistent application of approved definitions, business rules, and metrics across reports, dashboards, analytic products, and related processes.
• Develop data literacy, training, and guidance to support appropriate interpretation and use of CBH data.
• Communicate governance standards, decisions, risks, and expectations to technical and non-technical audiences.

Leadership & Collaboration

• Build strong partnerships across Data Analytics, Informatics, IT, Data Architecture, and business functions.
• Facilitate resolution of competing definitions, ownership, quality, semantic, and data-use requirements.
• Influence stakeholders and establish accountability across the organization without relying solely on formal authority.
• Represent Data Governance in cross-functional initiatives and external and interagency data partnerships, as appropriate.
• Supervise, coach, and develop assigned staff and ensure effective delivery of team priorities.

Position Requirements:

Education

• Bachelor's degree in information systems, Data Science, Public Health, Business, Information Management, or a related field required; Master's preferred.
• Equivalent combinations of education and relevant experience may be considered.

Knowledge, Skills & Experience

• 5+ years of progressively responsible experience in data governance, data management, analytics, business analysis, information management, or a related field.
• Experience implementing data governance frameworks, standards, and processes.
• Experience with data stewardship, data quality, metadata, business definitions, business rules, data lineage, and semantic data concepts.
• Experience leading cross-functional initiatives and supervising or developing staff.
• Working knowledge of data governance frameworks such as DAMA-DMBOK.
• Ability to read and interpret SQL and understand data structures, reporting logic, transformations, and lineage.
• Understanding business and semantic data modeling concepts and the ability to translate business concepts into practical data structures and relationships.
• Strong project management, facilitation, communication, problem-solving, and stakeholder management skills.
• Ability to translate complex data and business requirements into clear standards, models, and actionable guidance.
• Ability to influence stakeholders and drive accountability across organizational boundaries.
• Experience with data governance, metadata, data catalog, business glossary, semantic modeling, or data quality tools preferred.
• Healthcare, behavioral health, Medicaid, or public-sector data experience preferred.

Philadelphia Residency Requirement:

• The successful candidate must be a current Philadelphia resident or become a resident within six months of hire.
