Job SummaryReporting to the Director, ATS Standards, the Manager, Military Integration and Coordination is NAV CANADA's national lead for civil-military airspace integration, shaping the strategic direction for how Canadian airspace is shared, managed, and optimized to support military, civil, commercial, and security operations. This role is central to the ongoing evolution of Flexible Use of Airspace (FUA), drives national airspace-management initiatives, and influences the future integration of military requirements into Canada's air navigation system.
As a key strategic advisor and relationship leader, The Manager, Military Integration and Coordination will collaborate with senior stakeholders across DND/CAF, NORAD, Transport Canada, and NAV CANADA to advance innovative airspace solutions, strengthen civil-military partnerships, and support major national events, security activities, and defence initiatives. This role offers a unique opportunity to shape national policy, lead complex operational and governance initiatives, and contribute to the safe, efficient, and effective use of Canadian airspace.
In this role you will:- Act as NAV CANADA's national functional lead for civil-military airspace integration, providing strategic direction for airspace management with DND/CAF and leading the development and continuous improvement of the Flexible Use of Airspace (FUA) strategy.
- Establish and evolve a structured NAV CANADA/RCAF coordination framework supporting the Canadian Network Management Unit (CNMU), including its governance, operating model, staffing, processes, interfaces, and performance measures.
- Assess the airspace implications of defence modernization, translating military requirements into medium- and long-term national airspace planning considerations and identifying opportunities to optimize airspace use through enhanced civil-military integration and dual-use concepts.
- Provide national direction for airspace planning and integration in support of military exercises, operations, and special-use requirements.
- Lead and oversee national airspace impact assessments related to military and other special-use airspace requirements.
- Coordinate military-related airspace activities and implementation plans across NAV CANADA operational units and with RCAF Air Traffic Management (ATM), serving as the ATS interface for air defence planning.
- Provide functional leadership, direction, and subject matter expertise on military and special-use airspace matters to operational units, the National Operations Centre (NOC), NAV CANADA Security, and other operational groups.
- Lead the development, negotiation, review, and administration of Schedule A agreements and other domestic and international arrangements with military organizations, ensuring they reflect operational requirements and obtain the necessary standards, regulatory, and approval oversight from the accountable ATS Standards authority.
- Own and maintain the NAV CANADA-DND governance framework, including governance processes, agreement review cycles, accountabilities, and escalation mechanisms, while identifying and addressing emerging governance or agreement issues that could affect NAV CANADA's ability to meet operational, customer, military, or government requirements.
- Coordinate military-related agreements involving other NAV CANADA business units, including Commercial Relations and Engineering, as required.
- Serve as NAV CANADA's primary representative for civil-military airspace management, maintaining strategic relationships with key military, government, regulatory, security, and international stakeholders to support the integration of military, civil, commercial, and security airspace requirements.
- Represent NAV CANADA at senior-level national and international forums, committees, working groups, and bilateral or multilateral engagements related to military coordination and airspace management, including co-chairing the Air Navigation Services Cooperation Steering Committee (ANSCSC).
- Lead stakeholder engagement, consultation, and collaboration on complex and emerging airspace management issues, facilitating the resolution of competing priorities through risk-informed decision-making, consensus building, and collaborative problem-solving, while building organizational credibility and support for NAV CANADA's airspace management objectives through effective communication and relationship management.
- Partner with the Manager, Evolving Aviation Operations to advance common airspace and FUA initiatives, aligning civil and military requirements as integrated aviation concepts evolve.
- Act as NAV CANADA's corporate lead for airspace arrangements supporting major events and national security activities, including the development of temporary airspace designs, operational arrangements, and multi-agency coordination plans.
- Oversee national airshow coordination and NAV CANADA's involvement in special events requiring airspace management, ATS procedures, or operational coordination, ensuring all arrangements comply with regulatory and operational requirements.
