Description

The City of Norfolk is seeking a Management Analyst III to join an exciting opportunity with the Department of Housing and Community Development.

Work involves planning, researching, and directing the administration functions for the Neighborhood and Housing Preservation Division, including managing homeowner renovation contracts, administering contractor payments, maintaining project compliance and recordkeeping to include environmental reviews, coordinating the multi-agency healthy housing initiative, and preparing research papers and recommendations for other related affordable housing projects.
Departmental Hiring Salary Range: $62,732.78-$71,987.31

Essential Functions

Essential functions include but are not limited to:

  • Conducts a variety of research and other assigned projects, preparing position and issue papers and recommending changes for management consideration; analyzes problem areas in service delivery and formulates recommendations for improvement.
  • Manages contracts for homeowner renovation and other affordable housing projects by tracking the status of project deadlines and recordkeeping requirements; coordinates with contractors to collect required documentation; reviews and approves contract documentation and budget account numbers.
  • Manages administration functions by certifying homeowner income and application materials, reviewing project files to ensure grant compliance.
  • Prepares PowerPoints and presents information related to the Neighborhood and Housing Preservation division to civic leagues, department leadership, and other relevant stakeholders.
  • Coordinates the multi-agency healthy housing initiative, including preparing agendas, scheduling quarterly meetings, maintaining meeting minutes, tracking the status of planned activities, and following up as needed.
  • Consults with senior departmental managers and provides advice and counsel on management issues, potential impact of varying courses of action. Coordinates interdepartmental program elements with the department's strategic plan and city-wide goals.
  • Promotes communication by preparing a variety of materials to disseminate program and policy information on a departmental or City-wide basis on senior or executive management's behalf.
  • Assists management by constructing sensitive documents and correspondence, producing special research reports, serving as liaison on internal and external issues, participating in task forces and special issue meetings and coordinating various projects.
  • Performs related duties by touring neighborhood areas, conducting research projects and long-term plans, reviewing expectations for accuracy, validity and variances, designing work plans, coordinating grant activities and proposals, managing program funds and budgets, and studying similar organizations for new ideas.
  • Coordinates and assists with daily project management duties for staff and department director.
  • Provides information by generating informational reports and correspondence, documenting contract performance, maintaining records, reviewing and authorizing invoices, and writing contract documents and requests for proposals.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Three years' experience in affordable housing, real estate, or a related social services or policy field; or an equivalent combination of education and experience.

Additional Preferred Experience:
  • Experience conducting research and preparing policy briefs, white papers, and/or internal memos with policy or program recommendations.
  • Experience leading or managing projects that require multi-agency or stakeholder coordination.
  • Experience tracking project status and budget needs.
  • An understanding of public sector procurement practices.

  • Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
