Full Job Description
ASRC Federal is seeking a Functional Requirements Analyst (Joint Capabilities) within the DoD Defense Health Agency. This is an opportunity to showcase your skill set with high-level functional requirements supporting military medical requirements. An active Secret clearance is required. Work with a dedicated team to analyze operational readiness capability gaps. We offer an excellent salary and benefits package that includes immediate vesting in our matched 401k program.

Work location: Hybrid (ability to work on-site a minimum of two days a week)

Clearance: Active Secret, as well ability to successfully complete a government issued background investigation

Responsibilities:
  • Prepare acquisition documentation based on the Adaptive Acquisition Framework (AAF)
  • Prepare JFRP requirements documentation based on current JFRP Policy and JFRP Manual
  • Prepare requirements documentation for programs leveraging the MTA pathway
  • Prepare Capability Needs Statements (CNS), DOTmLPF-P Change Recommendations (DCR), Capabilities-Based Assessments (CBA), and other Health-related functional requirements
  • Generate business processes and standard operating procedures to manage the generation, staffing and validation of requirements documents at the DHA
  • Work with KM/DS system
  • Support Quality Assurance and Quality Control activity across projects to ensure the highest standards
  • Perform additional Readiness Health support activities such as managing and responding to all Taskers related to operational medicine requirements activities
  • Maintain Status Trackers for all projects assigned to the team
  • Create and maintain agendas, minutes, stakeholder lists, document files/folders, etc.
  • Prepare basic process maps, track projects milestones, and brief leaders on project issues, status, or results
  • Support Readiness governance boards and panels, including but not limited to developing agendas, meeting minutes, action items; working with briefers, board members, other team members to schedule and review presentations; addressing questions; and providing portfolio management and governance process information
  • Prepare periodic and ad hoc reports, analyses, briefings and recommendations
  • Interface with customers at all levels and provide status/reports

Requirements:
  • Bachelor's degree with minimum of 2 years of relevant work experience; additional related experience will be considered in lieu of degree
  • Two (2) years of experience with Military Health System (MHS) desired
  • Experience utilizing the Adaptive Acquisition Framework (AAF) and the Middle Tier Acquisition (MTA) pathway desired
  • Experience creating Joint Force Requirements Process (JFRP) / Joint Capabilities Integration Development System (JCIDS) documents from requirements, analysis, documentation, staffing, and approval, is preferred
  • Experience developing business processes and standard operating procedures is desired
  • Experience facilitating multi-Service Integrated Product Team and/or High-Performance Team working sessions for data collection, collaboration, and document reviews is preferred
  • Excellent customer-facing communications skills (writing, editing, proofing, briefings, meeting facilitation, agendas, minutes, etc.) required
  • Excellent responsiveness and ability to shift tasks as priorities change required
  • User experience with the Joint Staff Knowledge Management / Decision Support (KM/DS) system a plus
  • Experience using ETMS2, CATMS, or other official task management system is a plus
  • Experience working with a functional requirements repository system is a plus
  • US Citizenship and an active SECRET clearance is required
  • Ability to work on-site a minimum of two days a week.
