Full Job Description
The Sycuan Band of the Kumeyaay Nation is seeking an experienced and visionary Executive Director to lead the Sycuan Health Center (SHC). This executive leadership role is responsible for overseeing the strategic direction, operations, financial management, and growth of health programs serving Sycuan and the surrounding community.

Job Purpose:

Oversees the direction and implementation of health programs serving members of the Sycuan Band of the Kumeyaay Nation and the surrounding community

Job Duties and Responsibilities:

(Duties and responsibilities may be added, deleted, or changed at the sole discretion of Sycuan management at any time.)
  1. Plans and administers the delivery of health services as approved by the Tribal Council
  2. Develops and maintains close interagency working relationships with Federal, State and local public officials, executives of community based organizations, and community leaders and groups
  3. Oversees the operation of the Sycuan Health Center within the framework and policies established by the Tribal Council
  4. Reviews, evaluates and monitors the performance and achievements of the SHC, its personnel and consultants, for compliance with overall program objectives
  5. Implements and maintains policies and procedures to ensure the confidence and privacy of the Tribal Council, staff and patient communications and records
  6. Recommends policy changes as needed to the Tribal Council
  7. Provides periodic and on-going reports to the Tribal Council on the operations, challenges, opportunities, fiscal condition and future projections of SHC
  8. Recommends and implements, within budgets and policies established by the Tribal Council, procedures that will facilitate achievement of SHC established goals and objectives
  9. Recommends SHC plans and goals to secure revenue opportunities that will support the approved budget
  10. Reviews Health Center budgets with Financial Operations Controller in preparation for Tribal Council review
  11. Monitors staff performance, provides team members with regular feedback and performance appraisals and conducts disciplinary actions as needed
  12. Establishes staffing requirements and interviews and selects qualified candidates as needed
  13. Negotiates with funding organizations to optimize SHC funding opportunities
  14. Participates in negotiations with provider organizations to optimize pricing levels for SHC
  15. Reviews and plans methods of payment to professional and institutional health care providers
  16. Reviews and implements the fiscal year plan, departmental budgets and coordinates staff efforts to prepare such budgets and other necessary data to present to the Tribal Council
  17. Obtains, as needed, consulting services for program planning, development, implementation and expertise in specialized fields
  18. Provides the Tribal Council with professional research of operational data to assist its committees with decisions regarding the Health Center and its operations

Essential:

  • 2 years of experience working with non-profit organizations and community groups serving ethnic minorities, seniors and low-income individuals

Desirable
  • Master's Degree in Health Care Administration, Business Administration, Public Administration, or related field
  • Tribal Health Center experience

Skills & Knowledge:

  • Thorough knowledge of fundraising strategies and principles of healthcare administration including personnel management, public relations, financial planning and budgeting
