Description
The World Bank's Social Policy Global Practice supports client governments across the Western and Central Africa (WCA) region in designing, implementing, and strengthening social policy interventions to reduce poverty, build resilience, and enhance human capital. In Liberia, the World Bank is supporting the Ministry of Gender, Children, and Social Protection (MGCSP) and related agencies through investment projects such as the Liberia Women Empowerment Project (LWEP). In Ghana, the Bank is supporting the Ministry of Local Government, Chieftaincy and Religious Affairs (MLGCRA) through the Gulf of Guinea Northern Regions Social Cohesion Project (SOCO) and related jobs-creating initiatives designed to expand economic opportunities for the most vulnerable communities.
Given the growing portfolio of Social Policy operations in both countries-spanning livelihoods and economic inclusion, community resilience, and institutional capacity building-there is a need for dedicated technical, analytical, and operational support to ensure effective project preparation and implementation, strengthen results monitoring and learning, and support ongoing operational coordination. The Extended Term Consultant (ETC) will be based in Washington, DC, and will provide continuous, hands-on support to the task teams managing Ghana and Liberia operations, serving as a key link between the World Bank team, government counterparts, and development partners.
Scope of Work
The ETC will work under the overall guidance of the Practice Manager and the direct supervision of the Task Team Leaders (TTLs) for Ghana SOCO and LWEP. The scope of work includes, but is not limited to:
1. Operational and Analytical Support
• Support the preparation, implementation, supervision, restructuring, and additional financing of SOCO and LWEP, including inputs to project and implementation documents.
• Review implementation progress, identify emerging issues and bottlenecks, and provide analytical inputs to support follow-up and decision-making.
• Support preparation and follow-up of missions, including aide-mémoires, management letters, briefing materials, action matrices, and other operational documentation.
2. Monitoring, Evaluation, and Results
• Support the development, refinement, and monitoring of Results Frameworks, including indicator methodologies, targets, data quality, and reporting arrangements.
• Analyze quantitative and qualitative implementation data and prepare results summaries and other analytical inputs for task teams and counterparts.
• Support improvements in project monitoring systems, results reporting, and the use of evidence to inform implementation.
• Contribute to evaluations, assessments, and synthesis of implementation lessons across SOCO and LWEP.
3. Technical and Implementation Support
• Provide technical and analytical support to relevant workstreams under SOCO and LWEP, including livelihoods, local economic development, women's economic empowerment, community resilience, and related areas.
• Support the development and refinement of implementation approaches, technical guidance, and sustainability arrangements.
• Support the preparation and implementation of additional financing activities, including related technical and implementation coordination.
• Contribute to pilot initiatives and related trust-funded activities and synthesize lessons from implementation.
4. Coordination, Knowledge, and Reporting
• Support engagement and coordination with government counterparts, Project Implementation Units, development partners, donors, consultants, and other stakeholders in Ghana and Liberia.
• Prepare briefing notes, presentations, analytical materials, and talking points for management and government engagements.
• Support periodic project reporting, portfolio reviews, donor updates, trust fund reporting, and related resource mobilization activities.
• Document implementation lessons and good practices for knowledge sharing across the two operations and broader region.
Selection Criteria
• Advanced degree at the Master's level in international development, economics, public policy, public administration, social sciences, monitoring and evaluation, development finance, or a related field.
• At least 3 years of relevant professional experience in development operations, program implementation, monitoring and evaluation, applied research, or related work.
• Demonstrated experience supporting development operations or programs, including implementation monitoring, operational coordination, analytical work, and stakeholder engagement.
• Strong knowledge of monitoring and evaluation, including Results Frameworks, indicator design, target setting, data quality, data analysis, and results reporting.
• Demonstrated ability to analyze quantitative and qualitative information and translate findings into clear, practical, and operationally relevant recommendations.
• Strong analytical, writing, and presentation skills, including the ability to prepare concise, high-quality operational and management-facing materials.
• Strong organizational skills and demonstrated ability to manage multiple workstreams, priorities, and deadlines in a fast-paced environment.
• Demonstrated initiative, sound judgment, attention to detail, and ability to work independently and collaboratively across multidisciplinary and multicultural teams.
• Excellent interpersonal skills and ability to build effective working relationships with government counterparts, implementation teams, development partners, and other stakeholders.
• Excellent written and oral communication skills in English.
• Willingness and ability to travel periodically to Ghana and Liberia, including to field locations.
Preferred Qualifications
• Experience supporting project preparation, supervision, restructuring, additional financing, or other World Bank or comparable development operational processes.
• Experience working on development programs in Sub-Saharan Africa, particularly in Western and Central Africa including Ghana and Liberia.
• Experience supporting activities across multiple countries or within a multi-country portfolio.
• Experience in livelihoods, local economic development, women's economic empowerment, economic inclusion, locally led development, social inclusion, or community resilience.
