OverviewPosition Summary
The electrical project engineer serves as an electrical project team member at Client Refinery major projects. This team of electrical engineers and electrical specialists provides electrical equipment technical assurance for all project phases Client Refinery. This includes design, engineering, procurement, fabrication, construction, commissioning, startup, and closeout. The responsibilities of a team member in this role will be accomplished through the personal application of technical skill and knowledge and through the coordination and involvement of the appropriate technical resources available on site and others.
Though some limited design work might occasionally be undertaken, it is not intended that in this role will provide detailed engineering design. The individual in this role will however be expected to provide detailed design input in terms of required standards, specifications and materials of construction, and will further provide review, comment and overview of the detail design provided by others. These individuals will also be expected to specify required quality control and quality assurance hold points and examinations, and to provide review, comment and overview of vendor, fabricator, and constructor quality control programs.
It is also not intended that the individual in this role will function in a Project Engineer capacity. While some smaller single discipline projects may be handled almost exclusively by this discipline engineer from a technical standpoint, overall project administration will remain the responsibility of an individual assigned from the Project Engineering discipline.
Responsibilities
Planning and executing assigned projects, electrical engineering technical assurance activities
Provide day-to-day electrical equipment technical support to Client Refinery Engineering Major Projects
Identify/specify appropriate codes, standards and specifications
Identify/specify quality control and assurance requirements
Identify approved suppliers and/or fabricators of electrical equipment
Review proposed suppliers and/or fabricators not currently on the approved list to determine their acceptability
Maintain regular contact and communication with Electrical Engineering group.
Coordinate involvement of other Electrical Engineering personnel as necessary (e.g., area specialist support and/or supplementary engineering support).
Communicate electrical equipment related project plans and activities to appropriate Electrical Engineering Department’s personnel to provide information and to solicit input (NOTE: In the absence of the Area Engineer or Area Inspector whose input is solicited, the Project Electrical Engineer and/or Specialist is expected to seek alternate sources of information or provide input to the project on the basis of personal knowledge and experience)
Develop a thorough understanding of each project from an electrical engineering perspective (equipment, design, and specifications).
Maintain awareness of non- Client Refinery Major Projects electrical equipment related project activity initiated or executed by Electrical Engineering Department’s personnel.
Participate in and comply with all Client Refinery safety programs, activities and requirements.
Accountable for providing Electrical Equipment Technical Assurance during Identify and Assess, Select, Define, and Execute project phases.
Provides Electrical Equipment Technical Assurance for the detailed engineering and procurement phase of all projects that involve electrical equipment.
Identify any project related vendor training for client Refinery Major Project’s organization or local area engineers and inspectors.
Participate (or arrange for area engineer/specialist participation) in factory performance tests of electrical equipment as required
Participate in project MOC’s.
Attend project-related meetings as required.
Assure that associated operating procedures/orders/manuals are created or updated.
Assure that appropriate alarms and operating limits are communicated to Area teams and operating units.
Provide Project Staffing estimates to Project Engineers for project estimating.
Assure that spare parts strategies are appropriate based on the agreed upon criticality of the equipment
Accountable for quality assurance requirements being met for electrical equipment installed during Client Refinery major projects.
Provide engineering support when needed for resolution of construction related technical issues surfaced in the field during the construction phase of projects.
Review and approve engineering packages.
Provide technical support and troubleshooting of project electrical equipment issues.
Provide input to staffing plans for the commissioning/start up phases of Client Refinery Major Projects.
Where possible or appropriate, provide professional development opportunities for Electrical Engineering personnel.
Participate in the MOC (Management of Change) process, where applicable.
Participate in equipment turnovers as needed.
Oversee equipment commissioning activities, as required.
As needed, work directly with the field constructor during system punch out and acceptance of systems.
Oversee equipment testing, monitoring, repairs and adjustments during the commissioning and start up periods.
Participate in preparing equipment start up, operating, shutdown and emergency guidelines and procedures, as required.
Assure that all electrical equipment and related facilities meet the requirements for document control to Client Document Control.
Audit equipment files supplied by engineering contractors to assure complete and accurate information submittal.
Assure that spare parts and spare parts information; equipment baseline data and equipment receiving and preservation data have been properly managed.
Qualifications
Five years or more of electrical engineering experience in petrochemical environment. Past experience in a project environment highly desired.
Strong knowledge of client Specifications or in lieu of strong knowledge of general petchro-chem facilities specifications.
Strong electrical power background and knowledgeable of the installation, testing, and troubleshooting for 15kV electrical equipment and below.
Knowledge of electrical construction processes and best practices, roles of specific trades, and manufacturing processes in a refinery or similar petrochemical operation
Strong organizational and effective time management skills
Flexibility in managing changing priorities and ability to work with minimum supervision.
Ability to work multiple tasks simultaneously.
Strong leadership, communication and interpersonal skills
Experience in a team environment is desired.
Strong knowledge of electrical safe work practices (NFPA 70E).
Strong knowledge of National Electrical Code.
Education Requirements
Bachelor’s Degree in Electrical Engineering.
