Position Title: Education Associate, Education Funding Program Manager
As the Education Funding Program Manager, you will:
- Support implementation of the new hybrid funding model
- Participate on Public Education Funding Commission workgroups to support policy recommendations development and technical implementation workstreams
- Translate education funding policy into practical business processes and implementation plans.
- Coordinate statewide efforts across Finance, Policy, Data, Technology, Legal, and Communications.
- Guide executive leadership through complex fiscal, operational, and policy decisions.
- Improve transparency, accountability, and equity in Delaware's public education funding system.
- Support Local Education Agencies as they prepare to transition to the new funding model
Major Responsibilities:Fiscal Analysis & Policy Implementation- Evaluate funding reform initial implementation strategies and future phase options.
- Coordinate fiscal modeling and impact analyses.
- Translate legislation and policy into operational business requirements.
- Develop executive recommendations and implementation guidance.
Program Leadership- Support the Department's Education Funding Reform implementation efforts.
- Lead the development of implementation strategies, project plans, and organizational readiness activities.
- Coordinate work across multiple Department offices and external partners.
- Manage project governance, timelines, risks, and executive reporting.
Stakeholder Engagement- Build collaborative relationships with school districts, charter schools, legislators, state agencies, and education partners.
- Lead implementation meetings and stakeholder workgroups.
- Lead executive briefings, presentations, and decision materials.
- Communicate complex funding concepts to diverse audiences.
Operational Excellence- Identify implementation challenges and recommend practical solutions.
- Coordinate implementation across finance, technology, policy, and data systems.
- Develop processes that support long-term sustainability and continuous improvement.
Essential Qualifications:Education: Bachelor's degree required in Education Finance, Economics, Quantitative Analysis, Public Administration, Accounting, Business Administration, Economics, Education Finance, Public Policy, or a closely related field. Master's degree preferred.
Experience: - Education finance and public sector finance
- Quantitative analysis and executive decision support.
- Policy implementation and organizational change.
- Large-scale project or program management.
- Stakeholder engagement and cross-functional leadership.

Salary: Salary Range: $98,642.80-$154,081.14 annually. The final salary will be determined based on the candidate's education and experience in accordance with the Department of Education's compensation policy. The position includes a comprehensive benefits package including health, dental, and vision insurance, participation in the state retirement program, annual, sick, and personal leave, and supplemental benefits options. Direct deposit of payroll checks is a condition of state employment, and employees are paid on a lag pay schedule with the first payment made after approximately one month of employment.
