Description
Background
Fragility, conflict, and violence (FCV) is a central development challenge. By 2030, half of the global extreme poor will live in fragile and conflict-affected settings. The global FCV landscape has deteriorated in recent years, with rising levels of conflict, violence, and forced displacement affecting both low- and middle-income countries. Addressing these challenges is central to the World Bank Group's (WBG) mission and critical to achieving its vision of a world free of poverty on a livable planet. In response, the WBG recently released its Refreshed Strategy for FCV [redacted] to strengthen support for countries addressing the drivers of fragility and displacement.
The WBG has significantly expanded its engagement on forced displacement, supporting refugee-hosting and IDP-affected countries through country strategies, operations, and dedicated financing instruments. This engagement addresses medium- to longer-term development challenges associated with displacement, including access to services, economic opportunities, and inclusion in national systems. This includes growing efforts to operationalize the Bank's approach to internal displacement, including through the Environmental and Social Framework (ESF) Good Practice Note on the Inclusion of Internally Displaced Persons in Bank-Financed Projects.
The FCV Group steers and drives the FCV agenda within the WBG, ensuring consistency, complementarity, and synergies across the institution. It works with Country Management Units (CMUs) and Global Practices (GPs) to enhance the impact of strategic and programmatic approaches in FCV-affected countries. The FCV Group is led by a Senior Director and comprises two units: Operational Support and Forced Displacement (GTFOS) and Strategy, Analytics, and Financing Solutions (GTFSA).
Within this structure, the GTFS2 team leads the WBG's forced displacement agenda, focusing on medium-term socioeconomic opportunities for displaced persons and host communities. Key instruments managed by GTFS2 include the Global Concessional Financing Facility (GCFF) and the IDA Window for Host Communities and Refugees (WHR) as well as the Forced Displacement Trust Fund (FDTF) and the Partnership for Improving Prospects for Forcibly Displaced Persons and Host Communities (PROSPECTS). The team also maintains close partnerships with UNHCR, the UN system, bilateral partners, and the UNHCR-World Bank Joint Data Center (JDC) in Copenhagen.
Duties and Responsibilities
The ETC will report to the GTFS2 Manager under the supervision of the Forced Displacement Team Lead. The selected candidate is expected to work with proactivity and autonomy within a larger forced displacement team to provide operational and strategic support to the WBG's forced displacement agenda in close coordination with colleagues in Global Practices, Country Management Units, and corporate units, as well as external stakeholders including borrower countries, partner multilateral development banks (MDBs), and UNHCR.
Specific activities will include:

• Lead the roll-out of new GCFF activities based on external evaluation recommendations, including a knowledge platform, portfolio-level governance mechanisms, fund-level risk discussions, and sustainability alignment;
• Lead GCFF Monitoring and Evaluation (M&E), including managing the results framework, tracking project progress, conducting annual stakeholder surveys, and preparing results reports for the Steering Committee;
• Support the development and launch of new GCFF Private Sector Operations programs under the expanded blended finance modality.

• Contribute to programming efforts under PROSPECTS/FDTF.
Contribute to the broader forced displacement agenda, cross-WBG collaboration, and knowledge-sharing, including:
• Contribute to the FCV Group's work on internal displacement, including technical and operational support to country teams, analytical work, knowledge-sharing, and engagement with internal and external partners. Over the course of the appointment, the scope of this engagement is expected to expand, in line with team needs and priorities;
• Liaise with other World Bank practices and programs to ensure collaboration and harmonization on forced displacement;
• Contribute to analytical products and reports on FCV-related issues, and respond to corporate demands (briefs, events, etc.);
• Contribute to a community of practice on forced displacement, including through training, regular communications, and peer-to-peer exchanges;
