Description
Background:
The World Bank's Debt Management Facility (DMF) is a multi-donor trust fund program that supports low-income countries in building capacity for sound debt management. Operating under the Debt Sustainability and Debt Management Unit, within the Fiscal Policy and Growth Department of the WBG Prosperity Vice Presidency, the DMF provides technical assistance and advisory services to help client countries improve their debt management frameworks, strengthen institutions, develop domestic debt markets, and enhance debt transparency and reporting.
To support the delivery of DMF's expanding portfolio of activities, the Debt Sustainability and Debt Management Unit is seeking to hire an Extended Term Consultant (ETC) at the Senior Debt Specialist level for a period of one year.
Objective:
The ETC will provide high-quality technical and analytical support to the DMF program. The consultant will work across the DMF's core pillars - debt management reform, debt sustainability analysis, domestic debt market development, and debt transparency - supporting World Bank task teams and client country authorities in the design and implementation of debt management reforms.
Scope of Work and Duties:
The consultant will be expected to undertake the following tasks:
1. Debt Management Advisory and Capacity Building (DeMPA/MTDS).
• Lead and/or contribute to Debt Management Performance Assessments (DeMPA) in client countries, including fieldwork, drafting of assessment reports, and stakeholder consultations.
• Support the development and implementation of Medium-Term Debt Management Strategies (MTDS) and Annual Borrowing Plans (ABP) in client countries, using the World Bank-IMF MTDS analytical tool and related frameworks.
• Provide technical advisory services and mentoring to debt management offices (DMOs) on debt management reforms, institutional strengthening, and operational risk management.
• Design and deliver targeted training programs and workshops on debt management topics for government counterparts.
2. Debt Sustainability Analysis (DSA).
• Prepare and review Debt Sustainability Analyses (DSAs) for low-income countries and market-access countries, in coordination with country teams and the IMF.
• Contribute to country-level assessments of debt vulnerabilities, financing strategies, and medium-term fiscal frameworks.
• Support fiscal risk analysis, including the identification, quantification, and management of contingent liabilities and other sources of fiscal risk.
• Support the integration of DSA and fiscal risk findings into policy dialogue and World Bank country engagement documents.
3. Domestic Debt Market Development.
• Advise client governments on strategies to develop domestic government securities markets, including primary market reforms, issuance calendars, investor base diversification, and yield curve development.
• Support the design of market reforms and regulatory frameworks conducive to well-functioning domestic debt markets.
• Contribute to the preparation of diagnostic assessments and reform action plans for domestic debt markets.
4. Debt Transparency and Reporting.
• Support client countries in improving debt recording systems, debt reporting frameworks, and publication of debt data in line with international standards.
• Contribute to the development and implementation of debt data management tools and systems.
• Assist country authorities in preparing debt statistical bulletins, debt management reports, and compliance with IMF/World Bank debt disclosure standards.
5. Knowledge and Program Support.
• Contribute to DMF knowledge management products, including briefs, working papers, case studies, and program reports.
• Support the preparation of donor reports, results framework monitoring, and program documentation under the DMF.
• Design and deliver regional and global training programs on debt management topics, including through the DMF's training partnerships and platforms.
• Participate in cross-practice collaboration and represent the DMF in relevant internal and external events, conferences, and working groups.
• Provide input to the World Bank's broader debt management policy dialogue and analytical work as required.
Deliverables:
The consultant's deliverables will be defined on a task-by-task basis through agreed work programs. Expected outputs include, but are not limited to:
• DeMPA reports and follow-up reform action plans.
• MTDS documents, ABP frameworks, and accompanying analytical notes.
• DSA reports, debt vulnerability assessments, and fiscal risk analyses.
• Targeted technical assistance mission reports and aide-mémoires.
• Domestic debt market diagnostic notes and reform roadmaps.
• Debt transparency assessment reports and improvement plans.
• Training materials, workshops, and capacity development programs.
• Contributions to DMF donor reports and results monitoring.
• Technical notes, briefs, and knowledge products.
• Lead and participation in programmatic Tas.
Specific deliverables, timelines, and quality standards will be agreed with the supervisor at the commencement of the assignment and on a rolling basis throughout the contract period.
