Full Job Description
Responsibilities
This position is for a detail-oriented engineer who will serve as the Technical Data Package (TDP) lead for Machinery Control Systems (MCS), Repair Station Consoles (RSC), and Engine Controllers (EC) on the DDG-51 Modernization (MOD) and related Tech Refresh (TR) programs. The role centers on engineering drawing analysis, electrical hardware configuration management, documentation review coordination, and cross-functional liaison between system group engineers (ISEAs) and government stakeholders in direct support of the NSWCPD Code 552 DDG MCS Waterfront Engineering team.
This is a high-ownership role. You will independently manage configuration baselines, lead documentation review cycles, maintain tracking databases, coordinate across multiple engineering teams and government stakeholders, and occasionally travel to ships to verify legacy configurations firsthand. Training and mentorship on program-specific processes will be provided, but candidates should be comfortable taking ownership of deliverables and driving tasks to completion with minimal supervision.
Job Duties & Responsibilities:
Documentation Review Cycle Management
Serve as the technical lead for review cycles of Technical Data Packages (TDPs), Ship Installation Drawings (SIDs), Wire Discrepancy Lists (WDLs), Statements of Work (SOWs), and Verification & Validation test plans across multiple DDG-51 ship alterations spanning Flight I, Flight II, and Flight IIA configurations.
Determine the best configuration baseline for each hull and initialize review packages with the appropriate electrical block drawings, Wire Connection Lists (WCLs), and supporting documents.
Distribute review packages to system In-Service Engineering Agents (ISEAs); collect, compile, and adjudicate review comments for clarity and acceptability.
Assign comment incorporation tasks to configuration and database specialists; review all updates for accuracy prior to finalization.
Manage document finalization and delivery to BIW Planning Yard; archive as-delivered files on the program Wiki and SharePoint.
Review ISEA comments on SIDs and determine resolution paths; coordinate the generation, review, and delivery of electronic Liaison Action Reports (eLARs) to BIW and track LARs through closure.
Shipboard Verification and Travel
Coordinate ship availability and scheduling for ship check trips with the configuration specialist and system ISEAs.
Review ship check data and verify legacy baseline hardware and signal cable configurations are correctly captured in NSWC TDPs.
Lead ship checks when the configuration specialist is not available.
Document discrepancies and incorporate findings into TDP updates or Wire Discrepancy Lists as part of the SOW package.
Cross-Functional Coordination and Status Tracking
Coordinate technical data exchange between BIW Planning Yard and ISEAs; attend bi-weekly coordination meetings with NSWCPD Program Management and Waterfront Engineering.
Manage the Waterfront Engineering task tracking dashboard and host biweekly status meetings with MCS, EC, and RSC ISEAs to review open action items and drive task completion.
Provide input to procedures, SOPs, and program direction in coordination with the administrative lead.
Integrate and review Vendor Installation Control Drawings (ICDs) and verify baseline information on Ship Installation Drawings (SIDs).
Provide accomplishments for weekly branch status reporting.
Required Qualifications
Bachelor of Science Degree in Electrical or Mechanical Engineering is required; no equivalencies or experience substitutions will be considered.
1-3 years of experience in engineering drawing review or analysis.
Strong attention to detail for reviewing and verifying complex engineering configurations across multiple ship variants.
Ability to manage and track large volumes of technical documentation (thousands of LARs, multiple TDPs, wire lists).
Strong organizational and coordination skills - you will manage deliverables across multiple ISEAs, program offices, and shipbuilders simultaneously.
Effective written and verbal communication skills; comfortable hosting meetings and driving action item closure.
Self-motivated with the ability to take ownership of deliverables and work independently.
Basic technical writing ability for reports, wire discrepancy lists, and test procedures.
Proficiency in Microsoft Office Suite.
SPECIAL REQUIREMENTS:
Successful applicants must either have active government security clearance or the ability to receive approval upon position acceptance.
Must have a valid US passport or the ability to obtain one upon position acceptance.

Familiarity with shipboard machinery control systems, propulsion plant configurations, or HM&E systems.
Experience with Microsoft Access or database tools for tracking and reporting.
Familiarity with Navy or DoD technical documentation standards (MIL-STD, NAVSEA drawing practices).
WORK LOCATION AND SCHEDULE:
This role includes a structured 6-month onboarding period at our Land Based Engineering Site (LBES) to ensure thorough training on program systems, ship configurations, and documentation processes (100% onsite).
After onboarding, a hybrid schedule may be available depending on program needs (minimum 50% onsite at LBES).
TDY travel to ships and naval installations required (approximately 1-2 trips per year).
