Job Description:

The Director, TDS U.S. Operational Risk Management & Regulatory Change is responsible for leading regulatory change initiatives, strategic risk management programs, and operational risk transformation activities across TD Securities U.S. This is achieved through oversight of regulatory-driven enhancements, coordination of remediation initiatives, implementation of risk management capabilities, partnership with enterprise and U.S. stakeholders, and integration of specialist non-financial risk perspectives to strengthen operational risk management practices, governance, and regulatory readiness.

Department Overview

TDS U.S. Operational Risk Management (ORM) provides independent oversight and challenge of operational and non-financial risks across TD Securities U.S. As part of the second line of defense, the team supports the effective implementation of TD's Enterprise Risk Framework and associated risk management programs while promoting strong governance, risk transparency, and regulatory compliance.

The team works closely with business, risk, compliance, audit, and corporate function partners across TD Securities, CUSO, TDGUS, and Enterprise Risk Management to support the ongoing enhancement of risk management capabilities, governance frameworks, and regulatory readiness.

Job Description
The Director, TDS U.S. Operational Risk Management, Regulatory Change & Transformation plays a critical leadership role within TDS U.S. Operational Risk Management, reporting to the Head of TDS U.S. Operational Risk Management.

The position is responsible for leading large-scale regulatory, governance, and operational risk management initiatives impacting TD Securities U.S. The role serves as a key liaison across businesses, risk functions, enterprise partners, and specialist non-financial risk teams to support implementation of regulatory expectations, remediation commitments, operational risk transformation activities, and enterprise risk integration initiatives.

The successful candidate will lead complex cross-functional programs, provide strategic risk management leadership, coordinate engagement with enterprise and CUSO risk stakeholders, and support the ongoing maturation of operational and non-financial risk management capabilities across TDS U.S.

Specific Responsibilities

Regulatory Change & Regulatory Readiness
  • Lead implementation of regulatory commitments and remediation activities impacting TDS U.S.
  • Coordinate regulatory change initiatives across businesses, risk functions, and corporate partners.
  • Assess the impact of emerging regulatory developments on TDS U.S. operational risk programs.
  • Support regulatory examinations and related regulatory engagement activities.
  • Monitor execution and sustainability of regulatory remediation plans.


Strategic Programs & Transformation
  • Lead large-scale operational risk and governance enhancement initiatives.
  • Drive implementation of new risk management capabilities, methodologies, and oversight processes.
  • Support development and execution of the TDS U.S. ORM strategic roadmap.
  • Coordinate cross-functional initiatives involving business, risk, compliance, legal, audit, and corporate partners.
  • Identify opportunities to enhance risk management effectiveness and governance maturity.


Enterprise & Non-Financial Risk Integration
  • Support the Head of TDS U.S. Operational Risk Management in maintaining strong partnerships across enterprise and specialist risk teams.
  • Serve as a primary coordination point between TDS U.S. Operational Risk Management and enterprise/CUSO Non-Financial Risk teams, including Technology Risk, Cyber Risk, Data Risk, Fraud Risk, Third Party Risk, and other specialist risk functions.
  • Coordinate incorporation of specialist risk perspectives into TDS U.S. risk profiles, risk assessments, governance reporting, risk appetite activities, and regulatory deliverables.
  • Support alignment of TDS U.S. risk management activities with enterprise risk programs and evolving non-financial risk requirements.
  • Facilitate effective collaboration across TDS U.S., TDGUS, Enterprise Risk Management, and specialist risk stakeholders.


Portfolio Management, Governance & Reporting
  • Partner with the Head of TDS U.S. Operational Risk Management to establish effective operating routines, governance processes, prioritization mechanisms, and portfolio management practices across the team.
  • Coordinate delivery of key ORM strategic initiatives, regulatory commitments, and governance activities across TDS U.S.
  • Monitor key milestones, dependencies, risks, and commitments across ORM programs and initiatives.
  • Lead development and coordination of regulatory presentations, examination materials, executive updates, and management reporting related to regulatory commitments and operational risk initiatives.
  • Support executive, management committee, and regulatory reporting on key risk management, governance, and change initiatives.


Stakeholder Engagement & Leadership
  • Represent TDS U.S. ORM in governance forums and enterprise working groups.
  • Provide advice and challenge to senior stakeholders on operational risk matters.
  • Partner closely with Enterprise Risk, Compliance, Legal, Internal Audit, and business leadership teams.
  • Support development of risk management capabilities across TDS U.S.


Education & Experience:
  • Undergraduate degree in Business, Finance, Risk Management, or related discipline.
  • Graduate degree (MBA, Master's, JD, or equivalent advanced degree) strongly preferred.
  • 12+ years of experience in Operational Risk Management, Enterprise Risk Management, Regulatory Change, Risk Consulting, Internal Audit, or related discipline.
  • Experience within a GSIB, broker-dealer, investment bank, or other large complex financial institution with significant U.S. wholesale banking and/or capital markets operations.
  • Strong understanding of operational and non-financial risk management practices within U.S. wholesale banking, trading, markets, investment banking, prime services, and/or broker-dealer environments.
  • Consulting experience strongly preferred.
  • Demonstrated experience leading complex transformation, remediation, or strategic regulatory initiatives.
  • Experience coordinating cross-functional initiatives involving multiple stakeholders across risk disciplines and business functions.
  • Strong executive communication and stakeholder management skills.
  • Experience supporting Federal Reserve, OCC, SEC, FINRA, or other regulatory activities.


The Director Operational Risk Management TDS provides a comprehensive and diverse range of risk management expertise to business leaders and implements appropriate risk frameworks and leads related management activities to mitigate enterprise or business wide risk exposures for key business segments of the Bank or functional area.

Depth & Scope:
  • Expert at the enterprise or group business level, requiring broad managerial and deep specialized knowledge of risk management issues at the enterprise, business, regulatory and industry levels
  • Acts as the primary regulatory interface on risk issues and requirements for a key business segment of the Bank and assesses and provides direction for existing and new regulations
  • Manages or oversees a number of major risk area requirements such as Credit, Operational, Regulatory and/or Market Risk or related programs that are enterprise-wide or cross multiple business segments (e.g. Basel credit project, SOX, Stress Testing etc.)
  • Represents business on corporate initiatives and identifies key risks and implications and provides direction in complex situations
  • Works with various regulators, business / corporate and pan-wide business support groups to deal with regulatory and cross-business level issues


Education & Experience:
  • Graduate Degree preferred or progressive work experience
