How You'll Contribute
As a Design Engineer, you'll contribute directly to the planning and delivery of high-quality public infrastructure that serves the City's residents and businesses. Working under the direction of the Assistant Director of Engineering, you'll design streets, utilities, parks, and other public works projects by applying sound engineering principles, City standards, and regulatory requirements, including ADA, IDOT, and Complete Streets policies. Your work will support capital improvement projects from concept through construction by preparing accurate plans, specifications, permits, and cost estimates, coordinating with internal staff, consultants, and contractors, and ensuring designs are safe, compliant, and constructible. Through thoughtful problem-solving, technical expertise, and collaboration, you'll help deliver durable, efficient, and community-focused infrastructure solutions for the City.

Essential Duties

• Design and prepare plans, drawings, and engineering calculations for streets, utilities, parks, parking lots, and other municipal infrastructure projects
• Develop schematic, preliminary, construction, and as-built drawings for City public works projects
• Identify and incorporate safety, ADA, IDOT, Complete Streets, traffic calming, and local regulatory requirements into project designs
• Coordinate survey needs and integrate survey data into design and drafting software
• Prepare project specifications, contract documents, bid materials, and cost estimates
• Generate and submit required State and Federal permit applications and documentation for capital improvement projects
• Perform Phase I and Phase II engineering for federally funded projects in coordination with IDOT and the Federal Highway Administration
• Coordinate with inspectors, contractors, consultants, and City staff to ensure designs comply with plans, codes, and safety standards
• Review private development plans and externally prepared engineering projects for compliance with City standards
• Support capital improvement planning by developing project scopes, budgets, and schedules
• Ensure quality and accuracy of engineering designs through analysis, problem-solving, and application of sound engineering principles
• Prepare technical reports, studies, and documentation related to public works projects
• Participate on City committees, including Complete Streets and Traffic Committees, as assigned
• Other duties as assigned

Qualifications

Knowledge, Skills, and Abilities

• Knowledge of civil engineering principles and practices related to municipal streets, utilities, drainage, and public infrastructure
• Knowledge of applicable local, state, and federal laws, regulations, standards, and permitting requirements, including ADA and IDOT requirements
• Skill in preparing engineering designs, plans, specifications, and construction documents for public works projects
• Skill in using computer-aided design and drafting software, preferably AutoCAD, and GIS applications such as the ArcGIS Suite
• Skill in organizing, managing, and reporting on multiple engineering projects while meeting deadlines and quality standards
• Ability to perform advanced mathematical and analytical computations related to engineering design and problem solving
• Ability to communicate technical information clearly and effectively to staff, contractors, officials, and the public
• Ability to analyze plans and proposals prepared by others, identify issues, and ensure compliance with City standards and policies

Education & Experience

• Bachelor's degree from an accredited college or university in civil engineering, construction engineering, engineering technology, or a related field
• Experience in the design and drafting of municipal infrastructure projects, including streets, utilities, and public works facilities
• Experience using computer-aided design and drafting software for municipal infrastructure applications, preferably AutoCAD
• Experience with GIS applications and data integration related to engineering design and mapping preferred
• An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered

Licenses and Certifications

• Valid Illinois driver's license or equivalent
• Professional Engineer (PE) license or Engineer-in-Training (EIT) certification preferred

Eligibility for insurance begins the first of the month following a 30-day waiting period for new employees. The City and the Employees share in the cost of the plans. Medical, dental, and vision plans available to employees, retirees, and other eligible dependents include:

• A self-funded medical plan (including prescription drug coverage)

Pension
American Federation of State, County and Municipal Employees (AFSCME), non-union, and United Auto Workers (UAW) employees participate in the Illinois Municipal Retirement Fund (IMRF). Retirement benefits are based on years of service and wages earned. Employees contribute 4.5% of earnings to the pension.

Paid Time Off
At the City of Moline, we know that recharging away from work is just as important as the work you do every day. That is why we offer a generous leave package to all full-time, non-probationary employees. The amount of paid time off is dependent upon the employee's position and years of service. Paid time off includes vacation, sick leave, holidays, and personal days.

Paid Parental Leave
The City of Moline recognizes the importance of family and offers up to three (3) weeks of fully paid parental leave following the birth of a child or the placement of a child through adoption or foster care. This benefit allows employees time to bond with and care for their new family member while maintaining their regular pay. Specific eligibility and provisions may vary by employee group and are outlined in the applicable collective bargaining agreement or non-union employee handbook.

Deferred Compensation (457) & Voluntary Retirement Savings
The City of Moline offers voluntary retirement savings programs to help employees build additional financial security beyond their pension benefits. Through the Nationwide 457 Deferred Compensation Plan, employees may contribute a flat dollar amount or a percentage of their pay each pay period. Contributions may be made on either a pre-tax basis (taxed when withdrawn) or a Roth after-tax basis (withdrawn tax-free in retirement if qualified). Unlike many other retirement accounts, 457 plans do not carry a 10% early withdrawal penalty for distributions taken before age 59½.

Employees participating in the IMRF pension system may also elect to make Voluntary Additional Contributions (VAC) of up to 10% of earnings on an after-tax basis. These contributions earn a guaranteed interest rate through IMRF and may be taken as a lump sum or converted into an additional monthly annuity at retirement.

Flexible Spending Plan
Through the flex plan, using pretax dollars, employees can pay their portion of their health insurance premiums and qualified medical, dental, vision, and day care expenses. Employees are eligible to participate in the plan on the first of the month following a 30-day waiting period.

Employee Assistant Program (EAP)
The City of Moline provides a free and confidential Employee Assistance Program (EAP) through Employee & Family Resources for employees and their household family members. The program offers up to six counseling or life coaching sessions per year, along with financial and legal consultations, child and elder care resources, identity theft support, and access to an anonymous online peer support community.

Life Insurance
The City of Moline offers voluntary life insurance options to help employees provide financial protection for their families. Employees participating in the IMRF pension may enroll in a Group Decreasing Term Life Insurance plan through NCPERS, which includes Accidental Death & Dismemberment (AD&D) coverage and optional coverage for spouses/domestic partners and eligible dependent children. Employees may also elect Supplemental Term Life Insurance through MetLife, with coverage available up to five times an employee's annual salary (guaranteed issue up to $100,000). Premiums are payroll-deducted, and coverage may be continued if employment with the City ends.
