Overview

As a Database Programmer, you will design, develop, test, implement, troubleshoot, and maintain database-driven web applications and integrated enterprise systems supporting mission-critical Army operations. The position places a strong emphasis on hands-on C# programming using Microsoft Visual Studio, along with ASP.NET, Web Services, Oracle/SQL database development, and the integration of dissimilar systems. You will be responsible for translating customer requirements into secure, reliable, and maintainable software solutions and supporting those solutions throughout the application lifecycle. In this role, you will collaborate with application developers, database administrators, system administrators, cybersecurity personnel, and government stakeholders to design and maintain web applications, database schemas, system interfaces, and supporting documentation. You will also assist with software testing, debugging, application deployment, security code analysis, database updates, and the resolution of application and integration issues. In assuming this position, you will be a critical contributor to meeting Empower AI's mission: To deliver innovative, cost-effective solutions and services that enable our customers to rapidly adapt to dynamic environments. This position is located onsite in St. Louis, Missouri. An active DoD Secret clearance is required upon access to the facility.

 

Highlights of Responsibilities:

  • Design, develop, test, debug, implement, and maintain software applications using C# and Microsoft Visual Studio.
  • Develop and support database-driven web applications using ASP.NET, .NET, HTML, JavaScript, and related Microsoft development technologies.
  • Use Visual Studio to create, troubleshoot, test, and maintain application source code and integrated software solutions.
  • Develop custom web applications based on customer requirements and established organizational goals.
  • Perform user requirements analysis, application design, programming, testing, implementation, and ongoing application support.
  • Develop and implement Web Services and schemas that interface with external clients, database management systems, appliances, and other applications.
  • Develop software interfaces supporting communication between multiple tables, systems, and appliances through serial or Ethernet connections.
  • Design, develop, troubleshoot, debug, and implement software code for different components of web applications.
  • Create and maintain Oracle and SQL Server database tables, views, schemas, stored procedures, queries, and other database objects supporting enterprise applications.
  • Develop and maintain PL/SQL and other server-side database programming needed to support application functionality.
  • Design and maintain database schemas that interface with Microsoft-based web applications and vendor software.
  • Support the integration of C# and ASP.NET applications with Oracle, SQL Server, and other database management systems.
  • Develop and maintain secure application authentication, authorization, encryption, and data-access controls.
  • Use Fortify or an equivalent software security tool to evaluate programming code for potential security weaknesses.
  • Coordinate reverse proxy server architecture for applications operating throughout DoD continental United States environments.
  • Support web applications hosted in Windows Server and IIS environments with full domain services.
  • Troubleshoot web applications, database connections, internetworking protocols, system interfaces, and application-processing issues.
  • Assist with software updates, upgrades, testing, and implementation within the existing system architecture.
  • Support database installation, patching, performance management, file organization, data access, backup procedures, and auditing activities associated with supported applications.
  • Use TOAD or an equivalent database management and monitoring tool to support Oracle and SQL database operations.
  • Work with developers, database administrators, system administrators, and government personnel to resolve technical issues and implement system enhancements.
  • Provide technical guidance regarding programming practices, development procedures, database structures, schemas, and application integration.
  • Develop and maintain source code documentation, system instructions, user guides, requirements documentation, flowcharts, and other required technical materials.
  • Maintain documentation that enables application and functional users to effectively use the database and its associated systems.
  • Conduct training on application functionality, file organization, data structures, update and retrieval techniques, and available system capabilities.
  • Respond accurately and promptly to customer questions, assignments, posting requests, and technical instructions.
  • Provide weekly reporting on assigned projects, work performed, and completed activities.

 

Qualifications

 

Requirements:

Current/active DoD Secret clearance upon access to the facility.

Bachelor's degree in Computer Science, Information Systems, Information Technology, Software Engineering, or related discipline; equivalent experience may be substituted for education.

 Minimum of 10 years of experience administering Oracle and/or SQL database environments, database development, application support, and related information technology disciplines..

Experience with Oracle/SQL databases, programming languages, and website or application development.

Demonstrated hands-on software development experience using C# and Microsoft Visual Studio.

Experience developing and supporting Microsoft-based web applications using ASP.NET and the .NET development framework.

Experience writing, troubleshooting, debugging, testing, and maintaining application source code.

Experience developing custom web applications based on customer and business requirements.

Experience developing applications that integrate with Oracle and/or Microsoft SQL Server databases.

Experience with PL/SQL, ASP, ASP.NET, VB, VB.NET, C#, JavaScript, VBScript, and HTML.

Experience with Microsoft Visual Studio and Visual Studio.NET development tools.

Experience developing and implementing Web Services and database schemas that interface with internal and external systems.

Experience designing database tables, views, procedures, queries, schemas, and other database structures supporting dynamic applications.

Experience with Windows Server, IIS, and Windows-based application environments.

Knowledge of multiple operating systems, including Windows, UNIX, and Linux.

Experience with authentication, encryption, database security, web application security, and secure programming practices.

Experience using Fortify or an equivalent code-security analysis tool to evaluate software code.

Experience using TOAD or an equivalent database management and monitoring tool.

Experience with application design, system integration, software testing, troubleshooting, debugging, deployment, maintenance, and technical documentation.

Experience developing programming code for serial and Ethernet interfaces used to connect applications with other appliances or systems.

Knowledge of database design, system design, software development techniques, operating system software, and DBMS concepts.

Ability to develop and maintain technical documentation, source code documentation, requirements documentation, flowcharts, user instructions, and system instructions.

Ability to work independently and as part of a development team while communicating effectively with customers, government personnel, developers, database administrators, cybersecurity personnel, and system administrators.

Knowledge of DoD, Department of the Army, and Army regulations, technical bulletins, and web-development standards.

 

Physical Requirements:

  • Work is performed onsite Monday through Friday.
  • Required service hours fall between 6:00 a.m. and 4:00 p.m.

 

 

 

If hired for this position, the base salary range would be within the range provided. The base salary range represents the anticipated low and high end of the salary range for this position. Actual salaries may vary based on various factors including but not limited to work location, skills, experience, gov con contractual requirements, and performance. The range listed is just one component of Empower AI's total compensation package for employees.
