The Project Manager will serve as the on-site corporate representative and primary liaison between LSI, contractor personnel, and BLS stakeholders. The position carries authority to make commitments on behalf of the contracting company regarding administrative and technical matters related to contract performance. The Project Manager will have overall responsibility for contract personnel management, subcontractor coordination, security enforcement, task execution, reporting, budgeting, staffing, infrastructure support, and customer relationship management.

We are seeking a Contract Manager/Project Manager for a contract position.

Role Specific Duties/ Role Responsibilities:
  • Contract & Project Management
  • Serve as the on-site corporate representative for all administrative and technical matters related to contract performance.
  • Provide overall management and oversight of contract activities and assigned task areas.
  • Develop plans, budgets, staffing strategies, schedules, and performance measures for concurrent task assignments.
  • Monitor contract performance to ensure requirements, milestones, deliverables, and service levels are achieved.
  • Manage multiple concurrent infrastructure and IT support tasks from planning through completion.
  • Identify operational risks and implement appropriate mitigation strategies.

Customer & Stakeholder Management
  • Serve as the primary liaison between contractor personnel and the Contracting Officer's Representative (COR).
  • Work closely with BLS management, Division Chiefs, Task Monitors, technical leads, and contractor employees.
  • Discuss and resolve technical, financial, administrative, contractual, and personnel matters.
  • Maintain strong customer relationships and proactively address issues affecting contract performance.
  • Provide regular contract status, staffing, performance, and operational updates.

Personnel Management & Leadership
  • Supervise and direct all contract personnel assigned to the program.
  • Manage recruitment, hiring, onboarding, development, performance, and retention of employees.
  • Oversee staffing requirements and ensure appropriate personnel are assigned to each task.
  • Develop and maintain performance metrics analyzing staffing levels, requirements matching, and hiring activities.
  • Administer and support salary-related activities as required.
  • Provide corporate on-site decision-making authority for personnel and operational matters.

Help Desk & Infrastructure Contract Management
  • Manage complex Help Desk and infrastructure support contracts.
  • Oversee large technical teams, including environments with 50 or more employees.
  • Ensure adequate staffing and resources are available to meet customer requirements.
  • Coordinate technical support activities across Help Desk, network, infrastructure, systems, and telecommunications functions.
  • Monitor employee performance and ensure service delivery meets contractual requirements.

Subcontractor & Contract Administration
  • Manage subcontracting agreements and coordinate subcontractor performance.
  • Ensure subcontractor activities remain aligned with contract requirements, schedules, and customer expectations.
  • Track task execution, staffing, deliverables, and performance across subcontracted activities.
  • Support contract reporting, documentation, and administrative requirements.

Security & Compliance
  • Ensure compliance with all BLS security, confidentiality, and credentialing requirements.
  • Ensure new hires and existing contractor personnel complete required Agency Agreements and credentialing documentation.
  • Enforce applicable security policies and procedures throughout contract operations.
  • Coordinate security-related requirements with BLS stakeholders and contractor personnel.

IT Infrastructure Oversight

Provide management oversight for infrastructure technologies and technical support activities, including:
  • Server hardware installation and repair
  • Unix/Linux operating systems
  • Windows operating systems
  • Enterprise firewall administration
  • Router and switch administration
  • Telecommunications infrastructure
  • SAN and NAS technologies
  • LAN and WAN environments
  • Network security protocols and applications

Network & Technology Management
  • Oversee the administration and implementation of current and emerging technologies supporting local and wide area networks.
  • Support the planning, development, implementation, and maintenance of complex enterprise networks.
  • Ensure network infrastructure remains reliable, secure, scalable, and aligned with customer requirements.
  • Provide management oversight of network security protocols, technologies, and applications.

Continuity of Operations (COOP)
  • Manage Continuity of Operations (COOP) requirements and programs.
  • Apply risk management methodologies to identify, assess, and prioritize essential functions.
  • Support requirements planning for alternate operating facilities.
  • Develop and maintain COOP planning documentation.
  • Develop and coordinate COOP testing, training, and exercise programs.
  • Ensure continuity planning supports mission-critical BLS operations.

Required Qualifications:
  • 5 years of experience developing performance metrics that provide detailed analysis of staffing, requirements matching, and hiring.
  • 3 years of experience in salary administration.
  • 3 years of experience exercising corporate on-site decision-making authority.
  • 6 years of experience in client relations, including working closely with customers to resolve contract, development, and personnel issues.
  • 3 years of experience managing Help Desk contracts, including at least 1 year managing a team of 50 or more employees.
  • Experience with full responsibility for recruitment, hiring, employee development, supervision, and performance management.
  • 5 years of experience managing infrastructure support contracts, including at least 1 year managing 50 or more employees.
  • 5 years of experience managing infrastructure support contracts involving multiple separate and concurrent tasks, including planning, budgeting, staffing, and task control.
  • 5 years of experience with server hardware installation and repair, Unix/Linux and Windows operating system installation and administration, enterprise firewall support and administration, router and switch support, telecommunications, and SAN/NAS technologies.
  • 5 years of experience managing COOP requirements and programs, including risk management, alternate operating facilities, COOP documentation, testing, training, and exercises.
  • 5 years of experience administering current and evolving technologies used to operate, maintain, and enhance LAN/WAN environments.
  • 5 years of experience building and maintaining complex enterprise networks.
  • 5 years of experience administering network security protocols and applications.


Compensation: $100,000.00 - $160,000.00 per year
