Role Overview:

The Construction Quality Manager is responsible for the continuous oversight and proactive management of quality control (QC) and quality assurance (QA) processes for large-scale infrastructure and LRT projects. The individual will manage comprehensive Quality Management Systems (QMS) to ensure compliance with project requirements, contract documents, and municipal/provincial regulations. A core component of this role is the ability to perform detailed audits, track deficiencies, and communicate effectively with stakeholders to ensure operational excellence and data integrity. The successful candidate must possess the technical expertise to distinguish between minor process deviations and critical non-conformances, ensuring that corrective actions are both accurate and rapid.

Duties:
  • Plan, organize, direct, control, evaluate, and maintain continuous oversight of construction projects from start to finish according to schedule, specifications and budget, and conduct quality inspections and testing protocols on construction sites for Major Projects.
  • Maintain continuous oversight of high-risk foundation activities, specifically performing Quality Verification Engineering (QVE) for caissons and tiebacks.
  • Plan and prepare construction schedules and milestones and monitor progress against established schedules
  • Manage and verify tieback proof tests and tieback pre-production tests to ensure they meet project design specifications
  • Perform immediate interpretation of quality data and audit findings to distinguish between simple documentation errors and genuine non-conformances (NCRs).
  • Escalate true exceedances in quality standards and engage stakeholders-including clients, contractors, and sub-consultants-through established project response and corrective action protocols.
  • Issue formal notifications and concise technical briefings to managers and site engineers regarding quality anomalies, trends, and deficiency forecasts.
  • Conduct deep-dive analysis of quality records and internal trackers to identify emerging patterns, providing proactive recommendations to improve processes before failures occur.
  • Review and make changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors
  • Develop, implement, and review Inspection and Testing Plans (ITPs) and Quality Plans, Quality Manuals, Quality Processes for critical infrastructure projects.
  • Maintain rigorous records of site activities, QMS compliance logs, and material testing results and prepare progress reports and issue progress schedules to clients.
  • Hire and supervise the activities of subcontractors and subordinate staff.


Requirements:
  • Bachelor's degree in civil engineering is required.
  • 5+ years of experience in the construction industry, including experience in a supervisory role is required.
  • Proven experience managing multi-million-dollar projects
  • Previous experience on large infrastructure projects
  • Expertise in quality assurance, inspections, testing, NCR management, and compliance with project specifications.
  • Proven experience in data analysis and document control, with a talent for mastering technology and managing complex databases.
  • Familiarity with platforms like Aconex, Procore.
  • Technical understanding of construction materials testing and geotechnical investigation inspections.
  • Ability to work on active construction sites, perform physical inspections, and verify compliance.
  • Adept at translating complex quality metrics into actionable insights for non-technical stakeholders and external agencies.
  • Excellent communication skills, both written and verbal.
  • Ability to work efficiently both independently and in a team.
  • Detail-oriented individual with a strong work ethic.
