About the Position: GPTech is seeking an experienced
Construction Manager (CM) to support the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) Infrastructure Upgrades Program at the Castle Point VA Medical Center. The Construction Manager will provide on-site construction oversight and quality assurance support for EHRM-related infrastructure projects, working closely with the GPTech Project Manager, VA Contracting Officer's Representative (COR), architects and engineers, construction contractors, testing agencies, and facility stakeholders.
The Construction Manager will monitor construction activities for compliance with contract documents, applicable standards, project schedules, and quality requirements. Responsibilities include field inspections, construction documentation, submittal and RFI review, schedule monitoring, testing and commissioning coordination, change management support, and identification and documentation of deficient or nonconforming work.
This position is
full-time and onsite at the Castle Point VA Medical Center in Wappingers Falls, NY, for the duration of the project. Some night, weekend, and other after-hours work may be required to support construction activities.
Applicants must be U.S. citizens and be able to successfully pass a federal background investigation. Responsibilities: - Provide on-site construction management and quality assurance oversight for VA EHRM infrastructure construction projects.
- Perform routine field inspections to monitor construction progress, workmanship, and compliance with contract drawings, specifications, applicable codes, and VA requirements.
- Identify and document construction deficiencies, defects, omissions, and work that does not conform to contract requirements, and promptly communicate findings to the Project Manager and VA.
- Maintain detailed daily reports, inspection records, photographs, field observations, and other required construction documentation.
- Monitor construction progress against approved schedules and identify potential delays, sequencing issues, and critical-path impacts.
- Participate in weekly or bi-weekly construction progress meetings and assist with tracking issues, action items, schedule concerns, and required follow-up.
- Review construction submittals and Requests for Information (RFIs) and coordinate technical reviews with the appropriate project stakeholders.
- Monitor and coordinate required construction testing and inspection activities, including work performed by independent testing agencies and laboratories.
- Support oversight of commissioning and project startup activities, including testing of building systems, performance verification, operations and maintenance documentation, and training activities.
- Maintain marked-up project plans and specifications and support preparation and verification of as-built documentation.
- Assist with construction contract change management, including review of contractor proposals, preparation or review of cost estimates, documentation of changed conditions, and assessment of potential schedule impacts.
- Review contractor payment documentation and provide field verification of work completed, as required.
- Monitor project financial and schedule information and assist the Project Manager and VA with maintaining accurate project records.
- Coordinate construction activities with VA facility personnel, contractors, architects and engineers, equipment vendors, and other project stakeholders.
- Support coordination of owner-furnished equipment, utility shutdowns, site access, construction sequencing, and other activities affecting ongoing facility operations.
- Assist with issue resolution, claims analysis, and documentation of construction events that may affect project cost, schedule, quality, or contract performance.
- Support development of punch lists and monitor completion and correction of identified deficiencies.
- Maintain project records and official project correspondence using the VA's Autodesk Build/Autodesk Construction Cloud (ACC) platform.
- Support project closeout, including final inspections, punch-list completion, commissioning documentation, as-built records, operations and maintenance documentation, and turnover activities.
- Perform construction oversight while maintaining appropriate contractor authority boundaries and promptly report issues requiring VA direction or contractual action to the Project Manager and COR.
Minimum Qualifications: - U.S. Citizenship with the ability to successfully pass a federal background investigation.
- Bachelor's degree in Construction Management, Engineering, or Architecture from an accredited university. Educational requirements may be substituted by 10 years of directly related experience.
- Minimum 7 years of experience managing facility construction projects, including construction oversight, engineering and design coordination, schedule control, cost management, program budgeting, and overall project management activities.
- Demonstrated ability to read and interpret construction drawings, specifications, submittals, RFIs, schedules, and other construction documents.
- Experience performing or overseeing construction inspections and documenting construction progress and quality.
- Knowledge of construction administration, quality assurance/quality control, testing, commissioning, and project closeout processes.
- Experience monitoring construction schedules and identifying potential delays, sequencing conflicts, and schedule impacts.
- Experience supporting construction change management, cost review, and contractor payment verification.
- Strong written and verbal communication skills and demonstrated ability to coordinate effectively with contractors, architects, engineers, owners, and facility stakeholders.
- Strong organizational and documentation skills with the ability to manage multiple concurrent construction activities.
- Proficiency with Microsoft Office Suite and construction/project management software.
Preferred Qualifications: - Certified Construction Manager (CCM), Professional Engineer (PE), Project Management Professional (PMP), or other relevant professional certification.
- Experience supporting Department of Veterans Affairs (VA) or other Federal construction projects.
- Experience with healthcare, hospital, or other occupied/mission-critical facility construction.
- Experience with Electronic Health Record Modernization (EHRM) or related healthcare infrastructure upgrades.
- Experience with Autodesk Build/Autodesk Construction Cloud (ACC) or comparable construction management platforms.
- Familiarity with VA construction standards, project delivery procedures, and facility operations.
- Experience with Design-Bid-Build and Design-Build project delivery.
- Experience with commissioning, testing and inspection coordination, and construction quality assurance.
- Experience reviewing submittals, RFIs, change proposals, cost estimates, and construction schedules.
- Experience supporting claims analysis, time-impact analysis, or construction dispute documentation.
Salary Range: $100,000 - $150,000 annually (
