The Completions Engineer will be responsible for executing all Completions activities during Commissioning execution phase of the Project and Early Works activities.

The Completions and Turnover process is primarily a transfer of ownership of the facility through the various project phases or stages of scope from construction through to the final handover and acceptance of the facility.

The progression through execution phases is managed using a staged turnover where the facility scope of work is broken down or delineated into Systems and Subsystems, this System delineation promotes a completions process based on Functional systems. These are defined as systems that fulfil a specific, quantifiable duty, performed by the operational plant, which in essence, can be treated as a stand-alone commissionable System.

For the specific purpose of Construction, these systems are sub-divided into Subsystems to provide a more detailed and comprehensive structure to allow the Construction Completion and Pre-commissioning phases of the project to progress by Subsystems as early as possible.

Key Completions Principles:

• Completions is an independent verification process designed to ensure that systems, sub-systems, and their related components are correctly installed, tested, and all documentation available and ready for safe energization. All completions deliverables are managed in a Completions & Commissioning Management System (CCMS).
• The CCMS requires a quality control mindset to data population and system management to ensure that the full CCMS capability and accurate project controls can be implemented and executed on the project.
• Project Completions is an independent quality control process to confirm that the installation meets design criteria as specified in the project deliverables.
• Completions coordinates "the engineering of the transition from design, build, and commissioning through to safe operations", whereby the responsibility for the delivery of construction completion, mechanical completion and commissioning lies with the Project, not the Customer.
• The project Completions Team will be fully competent to verify the requirements listed on inspection and testing checklists and other certification documentation and drive the priorities to meet planned and safe, staged turnovers.
• Success in meeting targets and delivering a fully certified and commissioned facility requires a full commitment from the Commissioning Team to maintain a high level of performance throughout the project life.
• Electronic data books will be maximized for handover documentation.

Key Responsibilities:

• Develop and support the project Completions process in a safe, structured, and cost-efficient manner.
• Be accountable for delivering Completions services and personnel for the project while ensuring high standards are maintained and continuously improved.
• Deliver a high standard of Completions services by ensuring a consistent and efficient approach is always implemented.
• Maintain and deliver the Completions function within budget and where applicable implement cost saving initiatives.
• Manage, develop, and continually improve, where required, the assigned project Completions process.
• Produce Completions procedures and documents for the assigned project.
• Review and maintain existing procedures and documents.
• Provide support to the project by identifying and setting up project Completions requirements.
• Provide support and training to Completions personnel, ensuring all personnel are competent and possess the required qualifications, skills, and tools.
• Audit and review the Completions process and ensure recommendations are implemented, if applicable.
• Maintain schedule and cost deliverables associated with the Completions process.
• Prepare the project operating manuals in conjunction with the engineering.
• Ensure certification is in place for the safe take-over of equipment and systems for commissioning based on mechanical completion.
• Coordinate with Commissioning personnel in defining roles and responsibilities for system acceptance and turnover/handover.
• Review, with the Area Responsibilities, plant start-up and final handover to the Operations Team.
• Ensure completion data, documentation, and turnovers are in accordance with the agreed project procedures and schedules, and to the required standard.
• Liaise with Construction in developing the project turnover strategy.
• Complete regular audit reviews to ensure compliance with project procedures and standards.
• Ensure copies of As-built documentation are available prior to plant start up and accessible to Commissioning staff.
• Ensure all Completions documentation is uploaded onto the CCMS.

Qualifications and Experience:

• Essential:
  
  • Has a thorough 'hands on' knowledge of Completions.
  • Demonstrated ability to develop Completions content.
  • Well-developed communication and facilitation skills.
  • Proactive approach, self-starter, shows initiative and communicates.
  • Minimum 5-years' experience Leading Completions Teams.
• Preferred:
  
  • Omega CCMS exposure
• Additional Personal Attributes:
  
  • Good people skills and the ability to work through challenges to get the project completed safely, and on time.
  • Good written and oral communication skills.
  • A highly motivated; self-managed individual who gets things done right the first time while applying a common sense and realistic approach to work.
