Role description: Arcadis is seeking a Client Program Manager 2 to join our team within the North America Transportation Sector. We are looking to grow our team of railroad industry professionals throughout North America. This position has a location preference for Jacksonville, FL, Atlanta, GA, Chicago, IL, or Dallas/Fort Worth, TX with other locations in the US considered.
As a Client Program Manager 2, you will be responsible for the development and delivery of freight rail-centric projects throughout North America. Projects are envisioned to primarily involve freight infrastructure strategy, capital investment, engineering, asset management, and business growth across Class I railroad, industrial, chemical, environmental, and energy markets. This role requires proven success delivering multimillion-dollar infrastructure programs, developing strategic partnerships, managing multidisciplinary teams and consultants, and translating market opportunities into high-value rail, transload, intermodal, and multimodal solutions. Projects may utilize traditional or alternative project delivery methods and are anticipated to involve all aspects of freight logistics, terminal development, facility planning, design, permitting, construction support, commissioning, and lifecycle asset performance. Role accountabilities: Overseeing multi-disciplinary design coordination and providing technical leadership to project teams across freight rail, transload, terminal, and industrial infrastructure programs
- Coordinating with internal and external stakeholders to align strategic objectives, capital investment priorities, permitting requirements, and project progress
- Acting as primary client point of contact for project execution, planning and leading formal and informal touchpoints with customers, municipalities, regulators, contractors, and engineering partners
- Leading client meetings, responding to enquiries, and collaborating across all stages of the project lifecycle from feasibility and site selection through commissioning and asset management
- Spearheading strategic pursuits, creating winning delivery strategies, fee projections to achieve financial targets of the business, and creating the most advantageous delivery approach
- Taking responsibility for financial and project management controls which enable monitoring, modification and forecasting across concurrent capital and operating programs
- Managing the acquisition, deployment, and optimization of resources for the project, including multidisciplinary engineering teams, consultants, contractors, equipment suppliers, and professional services partners
- Driving timely service delivery including technical and commercial outcomes and undertaking reviews, ensuring delivery is above client expectation
- Ability to effectively implement design delivery best practice including risk and change management, project set-up, planning, procurement strategy, and project governance
- Travel is required which will include overnight stays
Required Qualifications:- Bachelor of Science degree from an accredited university; Bachelor of Science in Mechanical Engineering preferred
- 10 or more years' relevant experience, with 25+ years preferred, including leadership of the development and implementation of intermodal, transload, freight logistics, and industrial facility projects
- Previous experience with Class I Railroad projects and Freight Rail Facilities, including freight terminal development, railcar fleet engineering, track maintenance, FRA inspection programs, switching operations, and rail yard safety technologies
- Experience managing multimillion-dollar capital and operating budgets, multidisciplinary teams, consultants, contractors, procurement activities, and multiple concurrent capital projects
- Knowledge of AREMA Manual and relevant agency and industry standards
Preferred Qualifications:
- PE License
- Experience using industry-standard computer software such as MicroStation / OpenRoads / OpenRail, AutoCAD, Civil 3D, GIS, and Hydrologic/Hydraulic modeling programs/software
- Experience supporting industrial, chemical, energy, environmental, and hazardous materials transportation markets through rail infrastructure planning, engineering, permitting, construction, and lifecycle asset management
