This position is located in the District of Columbia Court of Appeals. The District of Columbia Court of Appeals is the highest court for the District of Columbia. It reviews final decisions and certain temporary ones made by the Superior Court of the District of Columbia. The Clerk of the Court of Appeals serves as a principal advisor to the Chief Judge and Executive Officer on court administration, strategic planning, operational performance, and service delivery within the Court.
Major Duties of the Position:
Graduation from an accredited university with a Law degree and a minimum of ten years of extensive senior executive leadership experience, preferably within courts, government, or public sector institutions. Additionally, demonstrated experience leading organizational transformation and operational improvement initiatives. Must be an active member of the Bar in good standing of any state, District of Columbia, Puerto Rico, or any Territorial Court under the U.S. Constitution. Additionally, must obtain a DC Bar membership within six months of appointment and must maintain the status throughout the duration of employment.
To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level leadership and management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed in How to Apply, and the duties associated with this position. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates must possess senior level construction management and technical experience. Candidates experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and technical, as well as program knowledge, skills, and abilities outlines under the five CESCQ. Failure to meet the basic qualifications and address the CESCQ factors automatically disqualifies an applicant.

The District of Columbia Courts is an independent branch of the District of Columbia Government and is not under the authority of the City Mayor or the D. C. Council. DC Courts' appropriation comes directly from Congress. All DC Courts non-judicial employees receive federal benefits for the following programs: Life Insurance, Retirement Benefits, Health Insurance and Workers Compensation.

The DC Courts leave policy is as follows:
Annual Leave: Individuals occupying CES positions earn eight hours of annual leave each biweekly pay period, regardless of years of credited service and may carry over unused annual leave from year to year subject to a 480-hour ceiling.
Sick Leave is used for personal medical needs, care of a family member, or adoption related purposes. Full-time employees earn four(4)hours of sick leave every two weeks. This leave can be accrued without limit.
In addition to the federal health plans, the DC Courts offer employees supplemental vision and dental plans as well as commuter transit benefit subsidy, for a maximum of $150 a month. There are 26 pay periods in the year.

COURT EXECUTIVE SERVICE CORE QUALIFICATIONS (CESCQ): All applicants must submit written statements. Your narrative response must not exceed two (2) pages per CESCQ and needs to include at least (2) examples per CESCQ. The CESCQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of Court Executive Service (CES) positions. You must address each CESCQ separately. You are required to respond to all CESCQs. If you fail to do so, you will be rated as 'ineligible'. Each response should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions.
CESCQ 1 LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this CESCQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
