Capital Projects Manager"Preserving the Past, while Innovating our Future!"An OverviewAlexandria's public buildings play a pivotal role in delivering critical services to Alexandria's residents, visitors, and the general public. As such, the mission of the Capital Division within the Department of General Services is to be good stewards of the City's assets and to uphold values of community, sustainability, safety, history, and innovation.
The Capital Projects Manager performs responsible work in managing the development and execution of Capital Improvement Projects (CIP) and Capital Facilities Maintenance Projects (CFMP) as requested by City agencies. The primary responsibility is overseeing the development of scopes of work, design drawings, specifications, engineering calculations, cost estimates, scheduling, QAQC reviews, etc. The employee in this class is also responsible for construction management of CIP projects involving new construction and major renovations for all departments within City government. This work includes contract bidding, construction administration, coordination of utilities, and provisions for construction staging. Work is performed with considerable independence, and the employee uses independent judgment in making decisions.

The Opportunity - Examples of Work- Integrates the Client's programming requirements with the work products of architects, engineers, contractors and internal staff into the final construction documents and constructed buildings;
- Prepares documentation for monitoring staff and consultants work;
- Establishes and monitors project budgets and schedules;
- Reviews budget analysis of proposed capital improvement projects;
- Reviews and monitors construction as it relates to building codes, life safety and health, zoning regulations, construction process and procedures;
- Conducts periodical site visits to review project status and conformance to contract documents;
- Acts as liaison to other City departments, the community, and civic groups with respect to the planning, design, and construction of proposed projects in the Capital Improvement Program (CIP);
- Monitors, reviews and approves change orders, contractors and consultants' payment requisitions and contracts;
- Provides QAQC review of capital projects in the CIP.;
- Develops and maintains portfolio wide design and technical specifications for City facilities;
- Reviews contracts and Request for Proposals documents with Purchasing Department for compliance and other design and construction related requirements as stipulated by the City and/or building codes;
- Incorporates sustainability and energy savings measures in projects;
- Leads and directs architectural, engineering and construction aspects of renovation and new construction of facilities, including but not limited to complex problem solving and implementation, reviewing, approving and making recommendations on equipment, and materials and building design;
- Work with the Assistant Director and other department leaders to develop long-range plans for the Capital Improvement Program (CIP) through data analysis, investigation, and research.

Minimum & Additional Requirements Four-Year College Degree from a professional architectural or engineering program or related field; extensive experience of project management and supervisory experience managing teams, providing technical expertise and leadership for design and construction projects for either government or private industry; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Preferred Qualifications Master's Degree in Architecture or Engineering; registered architect or professional engineer with more than 10 years of project management experience managing teams, providing technical expertise and leadership to design and construction projects for either government or private industry; knowledge of public procurement process; LEED certification; experience with varied building types, site analysis, and environmental issues; possess strong successful team building capabilities, integrity, problem solving, and mediation skills; excellent technical capabilities, communication, presentation, public speaking and customer service skills. Proficiency in project management and technical tools like Smartsheet's, Microsoft Project, Bluebeam or AutoCAD.

The Department of General Services (DGS) is a first response department and as such all DGS employees are deemed essential or emergency personnel and maybe required to report to work when the City government is open with liberal leave or closed during emergencies.
