OpportunityPeopleTec is currently seeking a Business Systems Analystto support our Fort Eustis, VA location.
PeopleTec is seeking a Business Systems Analyst to support a U.S. Army customer in the Fort Eustis, Virginia area. This role combines Microsoft 365 and SharePoint solution development, government customer requirements gathering, Army systems of record, business process improvement, and program operations support.
The analyst will independently facilitate customer working sessions, document functional and system requirements, and translate operational needs into practical information management and workflow solutions. Responsibilities include configuring SharePoint, supporting authorized activities in Army systems of record, validating data, developing technical documentation, and supporting quality and compliance activities. The successful candidate will work across technical and functional teams and support solutions from requirements discovery through implementation and sustainment.
The ideal candidate will have experience working in a complex government or DoW environment and be comfortable operating at the intersection of information technology, systems engineering, operations, requirements management, quality assurance, and process improvement.
Duties:
Requirements Gathering and Business Analysis
- Plan and lead requirements gathering sessions, stakeholder interviews, and working groups with government customers to define operational needs, challenges, priorities, and desired capabilities.
- Elicit, analyze, document, and manage business, functional, and system requirements; clarify business rules, dependencies, constraints, and acceptance criteria with stakeholders.
- Map current and proposed processes, identify gaps, and translate customer requirements into system specifications, workflow designs, and actionable implementation tasks.
- Coordinate with technical personnel and functional experts to evaluate solutions, resolve requirements questions, and document customer decisions and changes.
- Support implementation, troubleshooting, testing, user acceptance testing (UAT), and validation of solutions against approved requirements.
Microsoft 365 and SharePoint
- Develop, configure, maintain, and improve Microsoft SharePoint sites, pages, lists, document libraries, forms, and workflows supporting customer operations.
- Use Microsoft 365 tools, including Teams, Excel, Word, PowerPoint, and Outlook, to support collaboration, data analysis, reporting, documentation, and stakeholder communication.
- Develop and maintain automated business processes, approval workflows, notifications, and tracking solutions using customer-approved tools.
- Administer SharePoint permissions and security groups within assigned authority; process access requests, coordinate approvals, and perform periodic access reviews.
- Review content, storage, and records to support retention, archival, and data cleanup requirements; identify and coordinate resolution of system deficiencies and access issues.
Army Systems of Record and Data Management
- Use designated Army systems of record to support authorized customer transactions, information retrieval, reporting, and recurring operational processes.
- Retrieve, enter, update, import, and validate data within assigned systems as authorized by customer procedures and role-based permissions.
- Reconcile system data and reports, identify discrepancies or missing information, and coordinate corrections with responsible personnel.
- Document data sources, definitions, process dependencies, and system limitations to support accurate requirements and reliable information products.
- Follow applicable access, information security, records management, and data handling requirements when using Army systems and managing exported information.
Quality Assurance and Process Improvement
- Analyze business processes and information flows to identify inefficiencies, reduce manual effort, and improve accuracy, visibility, and repeatability.
- Support quality assurance reviews, process assessments, and internal and external audits; organize and maintain supporting evidence and records.
- Identify and document risks, process deficiencies, and nonconformances; track mitigation activities and corrective actions.
- Develop and maintain process metrics, status reports, risk registers, and action-item tracking to support program reviews and continuous improvement.
Technical Documentation and Program Operations
- Write, edit, and maintain standard operating procedures (SOPs), technical documentation, user guides, training materials, reports, and customer deliverables.
- Perform peer reviews for accuracy, clarity, consistency, and alignment with customer requirements and applicable standards.
- Support user training, solution adoption, recurring data processing, project planning, milestone tracking, and special projects.
- Coordinate with engineering, logistics, contracts, finance, quality, operations, and management personnel to meet customer requirements.
- Participate in customer meetings, technical interchange meetings, and program reviews; communicate status, issues, risks, and recommended actions.
Qualifications
Required Skills/Experience:
- 10-12+ years experience supporting the Department of War (DoW), U.S. Army, federal government, military, or another highly regulated environment.
- Hands-on proficiency with Microsoft 365 and Microsoft Office applications, including Teams, Excel, Word, PowerPoint, and Outlook.
- Experience configuring and maintaining SharePoint sites, lists, document libraries, permissions, and business process solutions.
- Demonstrated ability to independently facilitate government customer requirements gathering sessions and translate operational needs into documented, actionable requirements.
- Familiarity with Army systems of record and experience using relevant Army systems to retrieve, validate, maintain, or report information within authorized access.
- Experience developing or managing workflows, business process automation, and process improvement solutions.
- Ability to analyze processes and data, identify discrepancies, troubleshoot problems, and recommend practical improvements.
- Experience producing technical documentation, procedures, training materials, reports, or other professional written products.
- Strong organizational, communication, and stakeholder coordination skills, including the ability to explain technical information to nontechnical audiences.
- Ability to work independently, manage competing priorities, maintain accurate records, and meet deadlines with limited day-to-day supervision.
- Ability to obtain and maintain a DoD security clearance if required by the customer.

- Must be a U.S. Citizen
- An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire (or the ability to obtain), and the ability to maintain this level of clearance during their employment.
Education Requirements:
- Bachelor's degree in Business, Information Technology, Computer Science, Engineering, Systems Management, Operations, or a related field, or an equivalent combination of education and relevant experience.
Desired Skills:
- Experience supporting Army aviation, aviation logistics, acquisition, sustainment, or training programs.supply chain, lifecycle sustainment, or contracting processes.
- Experience working with Army Special Operations Aviation Command (ARSOAC) organizations.
- Experience with Microsoft SharePoint and Power Automate for workflow automation and Microsoft Power Apps for forms and business applications.
- Experience with government requirements management, procurement, logistics, supply chain, lifecycle sustainment, or contracting processes.
- Experience supporting quality management systems, audits, process assessments, or Capability Maturity Model Integration (CMMI) initiatives.
- Experience developing project plans, schedules, performance metrics, risk registers, and management reports.
- Experience working with databases, enterprise information systems, data imports, data validation, and reconciliation across multiple sources
- Familiarity with military standards, government policies, and records management requirements applicable to the supported work.
- Experience delivering user training and supporting knowledge management initiatives.
- Active DoD Secret security clearance.
