Job Description:

Key Responsibilities
  • Supports FBI national security system development, including FISA, NSL, NDRR system project management, FISA user requirements gathering, NSL system design, complex data conversion, documentation, training, and deployment.
  • Supports strategic planning efforts for NSB IT programs by performing in-depth business process analysis, business process re-engineering for systems modernization, within the federal intelligence and law enforcement community.
  • Defines, validates, and documents detailed business and functional user requirements, collected through interviews, workshops, and or existing systems documentation and procedures, to evaluate legacy systems, business processes, applications, and data.
  • Assesses existing systems and monitor systems development efforts to user needs, evaluate risks, ensure alignment with current technology trends, and to identify and recommend areas for improvement, cost savings, consolidation, and retirement/replacement.
  • Meets with Department of Justice, FBI headquarters and field office stakeholders and serve as an interface for the collection, tracking, and management of operational user requirements for multiple FBI IT capabilities and systems.
  • Drafts national security-centric business and functional documentation for the FBI's FISA system, legal process applications, Sentinel requirements, intelligence collection applications, that includes but is not limited to, JIRA user stories, acceptance criteria, use
  • cases, concepts of operation, cost-benefit analyses, privacy impact assessments, operating models, workflow diagrams, and standard operating procedures. • Assists product backlog management by analyzing technical and functional systems, creating Agile user story documentation in JIRA with acceptance criteria, broken down into smaller tasks, that identifies key issues/problems.
  • Supports the planning and implementation of IT projects and ensure the on-time completion of tasks.
  • Prepares position papers, briefing books, presentation, training materials, talking points, Power BI reports, and various other written products, within short deadlines, for NSB regarding IT issues to include support for various IT lifecycle management meetings.
  • Provides in depth guidance, technical support, and troubleshooting assistance regarding NSB's Bridge applications (FISA, NSLs, NDRRs, etc.) as well as other proprietary applications to clients via phone, email, in-person and by remote access tools. Works with back-end operations team to resolve issues.
  • Uses expert written, oral, and presentation skills to provide updates to FBI management regarding current IT projects and initiatives.

Required Qualifications
  • Required to have either a Bachelor's degree from an accredited college or university in information technology, Computer Science, or a relevant IT or data science field.


  • Top Secret clearance required with SCI/CI Poly eligibility.

Required Technical Experience
  • Minimum 5 years of experience in national security IT requirements management (development, review, and analysis), Systems Development, Systems Management, and /or IT Business Analysis.
  • 5 years experience with U.S. national security operations, U.S. Intelligence Community (USIC) mission sets, national security policy, and case management.
  • Minimum 3 years experience writing documentation and presenting information to executive management audiences regarding U.S. government system operations, technical and functional requirements, processes, and methodologies.
  • Minimum 2 years experience working in a federal interagency environment, including collaboration with multiple U.S. government departments and agencies on joint programs.
  • Minimum 2 years experience proactively managing multiple high-visibility tasks in a fast-paced environment, and work with diverse teams with competing interests to reach consensus on best paths forward.
  • Minimum 2 years experience communicating and translating complex IT subject matter between technical and non-technical audiences.
  • Minimum 2 years of demonstrated leading in place, initiative, and ability to self-start with minimal support or guidance.
  • Minimum 2 years experience using JIRA, MS Project, Excel, Power BI, PowerPoint, Word, and SharePoint.

Preferred Technical Experience
  • Minimum 2 years of experience with national security operations, and IC mission sets, FISA policy, and case management.
  • Minimum 2 years of experience writing IT documentation and briefing results to executive management audiences regarding system operations, technical and functional requirements, processes, and methodologies.
  • Relevant certifications such as, SCRUM Product Owner/ScrumMaster, Project Management (CAPM/PMP), ITIL, and/or AGILE Product Owner.
