The Business Manager serves as Key Personnel on the ETSS contract and is responsible for supporting the financial, operational, and administrative execution of the Engineering and Technical Support Services (ETSS) contract for New Horizon Aeronautics (NHAero).

This position supports Program Management through financial tracking, reporting, workforce coordination, resource planning, and customer interface activities to ensure successful execution of contract requirements in a dynamic NASA environment. The Business Manager works closely with Program Leadership, Government Resource Analysts (RA), Contracting Officer (CO), COR, employees, subcontractors, and Task Monitors to maintain alignment between funding, staffing, and operational requirements.

Program Financial Management
  • Prepare and maintain NF 533 Financial Management Reports, monthly financial reporting, and WBS-level tracking and reporting
  • Track and manage contract funding, Level of Effort (LOE), labor utilization, and staffing allocations
  • Monitor commitments, obligations, expenditures, and burn rates
  • Assist Program Management with forecasting, budget planning, and financial analysis activities
  • Develop management reports of performance metrics, staffing utilization, and resource projections
  • Ensure financial data accuracy and timely submission of required reports

Government & Contract Coordination
  • Interface with Government Resource Analysts (RA), Contracting Officer (CO), COR, and Task Monitors regarding funding status, charge numbers, labor tracking, travel, and overtime coordination
  • Support preparation and tracking of travel requests, overtime requests, contract modifications, and funding actions
  • Assist with resource planning and coordination activities aligned with ETSS contract requirements
  • Maintain compliance with applicable contract requirements, FAR requirements, and NASA financial procedures

Workforce & Administrative Support
  • Track employee labor charging, workforce utilization, and staffing allocations
  • Support onboarding coordination and staffing tracking activities
  • Maintain staffing and labor reports supporting Program Management decision-making
  • Coordinate with payroll, HR, recruiting, and subcontractor personnel as needed
  • Assist with maintaining organized program documentation, records, and reporting repositories

Data Management & Reporting
  • Maintain and organize program data repositories and financial tracking systems
  • Develop and maintain spreadsheets, trackers, dashboards, and status reports
  • Support SharePoint or other collaborative data management systems used by the program
  • Assist leadership with gathering, organizing, and analyzing program metrics and reporting data
  • Support configuration and maintenance of electronic reporting and tracking tools

Program Management Support
  • Assist Program Management with resource planning, budget tracking, financial analysis, staffing coordination, and schedule tracking
  • Identify potential funding, staffing, or resource concerns and communicate risks to leadership
  • Perform assessment of programmatic tasks, reports, and resource requirements
  • Support continuous improvement of reporting, tracking, and administrative processes


Role Impact

The Business Manager provides critical financial and operational support to ETSS program execution by ensuring accurate reporting, effective workforce coordination, and alignment between contract funding and operational requirements. This role enables Program Management to maintain visibility into program performance while supporting efficient, compliant, and responsive contract operations.

Compensation & Benefits
  • Pay: $170k - $220k
  • Schedule: M-F, 8-hrs/days
  • 401K with up to 4% employer matching contribution
  • 4 weeks (160 hrs/year) Paid Time Off (PTO), Federal holidays, and Sick Leave

Job Requirements

  • 3+ years of relevant experience in government contract financial support, program coordination, or financial reporting
  • Experience with NF 533 reporting or similar government financial reporting
  • Experience with SharePoint or equivalent data management systems
  • Advanced Microsoft Excel skills
  • Strong organizational, analytical, and communication skills
  • Ability to manage multiple priorities in a fast-paced environment

Preferred Qualifications
  • Experience supporting NASA or aerospace government contracts
  • Familiarity with ETSS contract structure and NASA financial processes
  • Experience with SharePoint administration or workflow management
  • Experience with Power BI, VBA, Python, or reporting automation tools
  • Experience with workforce planning and labor forecasting
  • Experience using iSite or similar government contract financial and resource management systems is highly desirable
  • Background in data analytics, contract administration, program control, auditing, or resource analysis
