Job Description:

The Project Procurement Manager, Bid and Projects,(PPM) provides efficient and cost-effective purchasing support to Bids contributing to the profitability/competitiveness of the Procurement work packages. The PPM role is fully integrated within a Bid and is responsible for consolidating equipment and subcontracting cost using the internal processes and tools.

PPM works upstream with the Bid Manager, Bid technical team and Procurement to develop the Supply Chain strategy for the Bid.

Key Accountabilities
  • Responsible for timely and cost-effective provision of supplies and services for the Bid according to the tender requirements, project schedule, sales forecast, and projected costing
  • Manage and coordinate the interfaces among Bid Management, Engineering and Procurement in accordance with company procedures.
  • Work with the Procurement team to develop the Supply Strategy and ensure the strategy is in line with tender requirements and communicated within Bids and technical team
  • Develop the Supply Chain Plan to identify how the strategy to be implemented during Project phase, following Hitachi Rail Management Processes
  • Participate in formulating and implementing the Make/Team/Buy strategy to the Bid
  • Focus supply chain costs optimization early in the life cycle ensuring savings are achieved against budget Analyze costs of equipment and systems to identify focus areas or opportunities for reduction
  • Coordinate with procurement the development of Purchasing Savings Opportunities plan (competitiveness plan)
  • Identify Supply Chain Risks and develop mitigation plans.
  • Collaborate with and influence Technical team for the Design choices, including methodology for achieving the design release
  • schedule and savings.
  • Risk management pertaining to Goods & Services including assessment, mitigation documenting convergence of
  • risks to a satisfactory level following Hitachi Rail process
  • Responsible to define, deploy, maintain and provide technical support for any tools related to Bid equipment and services estimates
  • Project execution through implementation of the Acquisition Project Plan: ensures convergence of risks, cost and lead times within the specified quality parameters and engage corrective action for any deviations to plan with minimal supervision on assigned projects
  • Development of the Acquisition Plan to identify how the procurement strategy would be implemented across the Project, based on a reviewed and agreed company Subcontract Management Process that is appropriate for the Project.
  • Coordination of Sourcing/Contracting activities in support of the Project work package requirements
  • Review package progress and performance formally with Hitachi Rail Family purchasing team and ensure issues are tracked, managed and escalated as required
  • Develop and implement Purchasing Savings Opportunities plan (competitiveness plan)
  • Conduct and contribute to the Post Mortem Analysis (lessons learned) for the Acquisition work packages in the Project
  • Report on a regular and periodic basis achievements , issues and goals

Key Requirements
  • B.Sc. or B.Eng. in Engineering or equivalent relevant degree
  • 10 + years' experience in a project-based organization, Project Management experience and 5 years experience in cost estimating
  • Excellent communication and presentations skills
  • Demonstrates superior interpersonal written and oral skills in daily relations, negotiations, and reporting
  • Maintains complete and effective lines of communication with Bids and senior management
  • excellent computes skills , excel programming, power point , SAP

Total Compensation Range (Base Salary + Annual Incentive plan) :$116,974 -$150,205
