Full Job Description
The Benefits Manager supports the strategy, administration, and compliance of U.S. employee benefit programs across multiple business units, ensuring competitive, compliant, and cost - effective offerings. The incumbent oversees benefit vendors, enrollment accuracy, and benefits technology while resolving complex claims, data, and operational issues. Responsible for partnering cross - functionally to support collective bargaining benefit programs, healthcare initiatives, and financial stewardship of self - insured and welfare plans. Responsibilities also include the development, interpretation and administration of policies, procedures, and summary plan descriptions; annual enrollment activities; researching new benefit programs that would enhance existing programs; and providing data analysis and metrics in the delivery of the benefit programs.
Key Accountabilities:
Strategy
3 Evaluate benefit trends, risks, and opportunities using insights and data analytics sourced from the Alliant Analytics reporting tool to support program decisions aligned with organizational strategy.
3 Assess potential new and innovative benefit solutions focused on chronic condition management, leveraging data insights and vendor input to support cost - containment objectives .
3 Conduct benefit plan benchmark studies focused on the range of employee benefits (medical, prescription drug, dental, vision, life, and disability).
Vendor Oversight & Relationship Management
3 Provide operational and strategic oversight for eight (8) benefit vendors (e.g., UHC, Express Scripts, The Hartford, UNUM, Livongo , Sedgwick, Sword, and Businessolver) across health, life, disability, pharmacy, and chronic condition programs.
3 Serve as the escalation point for complex vendor issues, including eligibility discrepancies, coverage errors, claims resolution, data integrity issues, and system defects.
3 Monitor vendor performance and ensure continuity of coverage across Life/ AD&D, Disability, Self-Insured Medical, Pharmacy, and ancillary programs.
3 Supply subject matter expertise to employees and management regarding plan coverage details and complex claim resolution.
Collective Bargaining Unit Administration & Compliance
3 Partner with carriers , TPA and internal stakeholders to support newly bargained union populations, including account structure changes, enrollment setup, communication development, system testing, refund calculations, and documentation.
Benefits Administration & Compliance
3 Manage and audit benefit enrollment accuracy across platforms, ensuring compliance with plan rules, eligibility provisions, and collective bargaining agreements.
3 Oversee plan documentation and regulatory compliance, including: Summary Plan Descriptions (SPDs), Summary of Benefits & Coverage (SBCs), benefit certificates and booklets, self-insured medical plan templates, PCORI reporting support, Consolidated Appropriations Act Prescription Drug Data Collection (CAA RxDC ) submissions
3 Support annual benefit plan renewals, ensuring accurate plan design updates, vendor alignment, and compliance adherence.
Benefits Technology & Data Integrity (Businessolver)
3 Act as system lead for the benefits administration platform, including: Research and resolution of weekly error, drop, and audit reports (DHL Express & DHL Global Forwarding), ongoing troubleshooting of data feeds, eligibility transfers, and vendor file issues, and escalation and resolution of system configuration and data integrity concerns
Annual Enrollment Execution:
3 Review and update employee-facing communications and system layout
3 Configure and test plan designs, rates, and comparison tools
3 Validate account structures and system functionality
3 Review vendor billing and enrollment accuracy post-enrollment
Financial Oversight & Cost Management
3 Monitor costs of benefits programs with PEPM development/validation procedures/supporting logic, the PEPM actual - versus - budget tracker and methodology , and the Benefits Cost Center Reconciliation process conducted with Finance.
3 Reconcile monthly/quarterly vendor invoices for multiple benefit programs.
3 Partner with stakeholders to resolve billing discrepancies and ensure financial accuracy.
3 Monitor daily self - insured claims funding activity and notify senior leadership of high - dollar claim payments exceeding $750,000, ensuring financial awareness and risk visibility.
3 Manage and audit benefit enrollment and payroll deduction information as appropriate .
Welfare Plan Administration
3 Facilitate vendor requests for employee data, including eligibility, earnings, job descriptions, coverage elections, and pension eligibility.
3 Oversee life and disability claims administration, including last-day-worked reporting, and claim validation.
3 Integrate data from workers' compensation, disability, and employment status reports to support life insurance premium waiver application processing.
Health Program Management
3 Manage HealthCheck program operations by maintaining monthly completion status reporting, generating campaign mailing lists, & administering surcharge application & reversal processes.
3 Provide oversight and ongoing administration of condition management and musculoskeletal health programs, including Livongo Diabetes, Hypertension, Weight Management, and Pre - Diabetes programs, as well as Sword Health Thrive virtual physical therapy and Bloom women ' s health programs, ensuring vendor performance, employee issue resolution, and alignment with health and well - being strategy
Skills/Qualifications:
3 Minimum bachelor's degree in human resources, Business Administration/Management or related field required
3 Minimum 8 years of progressive benefits administration specialization experience, including ownership of health, retirement and leave programs
3 Corporate experience in human resources, employee benefit administration, and/or healthcare environment preferred
3 Experience with developing and implementing employee benefit programs and design
3 Extensive exposure to benefits design, compliance, administration, and communications
3 Advanced knowledge of spreadsheet and database applications, data query tools with high level proficiency with Excel (e.g., v-lookups, pivot tables, if/then formulas)
3 Reporting skills, analyzing information, presentation skills, verbal, and written communication, results oriented and strong interpersonal skills
3 Strong managerial, interpersonal, organizational, analytical, decision-making, problem solving, and negotiation skills
3 Working knowledge of and experience with Federal and State employee benefit and occupational & health laws (Such as COBRA, HIPAA, FMLA, ADA, OSHA, ERISA, ACA, COBRA, and applicable state leave laws)
3 Proven experience in change management within a highly complex , matrix environment spanning multiple, geographically disbursed locations
3 Experience with unionized benefits administration programs
3 Ability to manage expectations, processes, and multiple projects simultaneously
3 Must be able to communicate and present effectively and constructively in writing and verbally with all levels of employees
3 Ability to travel up to 10% of the time to various offices
