Full Job Description
General Summary Rayburn Electric Cooperative (Rayburn) is establishing a centralized Asset Management function to support its expanding generation portfolio and long-term power supply strategy. The Asset Manager, Generation Resources will lead this effort, serving as the technical and commercial owner of Rayburn's generation assets and ensuring safe, reliable, and economically optimized plant performance. This role is ideal for an experienced mechanical or power generation engineer with a strong understanding of power plant operations, equipment performance, and reliability engineering. The position integrates plant engineering, operational performance monitoring, commercial asset management, and long-term asset strategy to maximize the value and reliability of Rayburn's generation resources. As the first dedicated leader of this function, the Manager will establish asset management processes, oversee daily asset performance, coordinate with plant operators and commercial teams, and support long term capital resource planning. Principal Duties and Responsibilities / Knowledge Generation Asset Performance • Monitor and evaluate the operation performance of generation assets, including availability, reliability, heat rate, and mechanical equipment health. • Review operating data, outage reports, and maintenance plans to identify performance trends and improvement opportunities. • Analyze plant performance and operational constraints to support efficient dispatch and optimized plant operations. • Provide engineering support related to equipment reliability, forced outages, and performance degradation. • Participate in root cause analysis and corrective action development following significant operational events. Mechanical Systems and Reliability • Evaluate performance of major plant systems including gas turbines, steam turbines, HRSGs, pumps, compressors, cooling systems, and balance-of-plant equipment. • Support development of maintenance strategies, outage scopes, and lifecycle management plans for critical equipment. • Monitor long-term equipment condition and performance trends to support reliability improvements and cost control. • Work with plant operators and third-party O&M providers to resolve complex mechanical and operational issues. Commercial Asset Management • Serve as Rayburn's primary interface with plant operators and third-party O&M providers. • Manage and oversee compliance with operating agreements, interconnection agreements, and service contracts. • Track asset financial performance including operating costs, maintenance spending, and revenue impacts. • Coordinate with Rayburn's Trading and Commercial teams to support optimal asset dispatch and market participation. • Support coordination with ERCOT regarding operational, market, and compliance matters. Strategic Asset Planning • Support long-term generation planning, asset lifecycle management, and capital investment decisions. • Evaluate opportunities for plant performance improvements, upgrades, and cost optimization. • Participate in technical and commercial evaluations of potential generation acquisitions and new development opportunities. • Develop and maintain asset risk assessment and mitigation strategies. Leadership and Stakeholder Engagement • Establish and lead Rayburn's Asset Management function, including development of processes, reporting structures and performance metrics. • Build strong working relationships with internal teams including Operations, Trading, Finance, Accounting, and Legal. • Prepare performance summaries and recommendations for executive leadership and the Board of Directors. • Represent Rayburn in technical, operational, and industry discussions as the Asset Management program matures. Key Accountabilities • Complies with all policies, procedures and confidentiality agreements effective as a result of employment with Rayburn. • Shares information with Rayburn management and staff, contractors, and other third parties in a timely manner, as required. • Delegates jobs and tasks to appropriate employees, providing complete information and resources to properly complete such jobs and tasks. • Provides Rayburn management with updates and/or reports on work and tasks as requested or required. • Performs other duties as assigned by supervisor or executive management. Job Specifications / Skills Required Education: Bachelor's degree in Mechanical Engineering or related engineering discipline Experience: • 5-10 years of experience in power generation engineering, plant operations, or generation asset management. • Experience evaluating plant performance, maintenance activities, and equipment reliability • Experience with combined cycle or gas turbine power plants preferred • Experience working with independent power producers (IPP), utilities, or merchant generation assets preferred • Experience managing plant operating agreements or O&M contracts preferred • Previous leadership or supervisory experience preferred Skills: • Strong knowledge of thermal power plant systems and large rotating equipment • Ability to interpret technical, operational, and financial data to support decision-making. • Strong communication and stakeholder coordination skills • Familiarity with ERCOT market structure and operational requirements preferred Key Competencies • Power plant mechanical systems expertise • Equipment reliability and performance analysis • Generation asset optimization • Strategic and analytical thinking • Commercial and contract awareness • Leadership and team development • Strong cross-cultural collaboration Physical Demands • Ability to perform repetitive motions in order to use a computer keyboard, test equipment and operate hand tools. • Must be able to lift 20 lbs.
