Position Description & Qualifications

Serco is seeking a highly experienced Acquisition & PM Professional III - Cost to provide senior-level expertise in cost estimating, acquisition strategy, program analysis, technology modernization, and executive decision support for Department of Defense (DoD), Intelligence Community (IC), and Federal Civilian programs.

The successful candidate will serve as a trusted advisor to government leaders, delivering analytical and strategic recommendations supporting acquisition planning, modernization initiatives, and mission-critical investment decisions. This individual will leverage deep expertise in life-cycle cost estimating, cloud cost modeling, software and IT cost analysis, benchmarking, data analytics, and program management support to guide complex programs throughout the acquisition lifecycle.

The Acquisition & PM Professional III - Cost will regularly interact with senior government executives, program managers, acquisition professionals, engineers, and contractor teams to provide independent assessments, technical leadership, and decision-ready analysis that supports mission success.

In this role you will:
  • Provide senior-level technical leadership and independent advisory services supporting large and complex federal programs.
  • Develop, evaluate, and review Life-Cycle Cost Estimates (LCCEs), Independent Government Cost Estimates (IGCEs), affordability assessments, business case analyses, and cost-benefit studies.
  • Support acquisition planning, acquisition strategy development, source selections, budgeting activities, and investment decision making.
  • Perform advanced cost estimating and economic analyses for software-intensive systems, cloud environments, enterprise IT programs, AI/ML initiatives, cybersecurity programs, and mission-support systems.
  • Conduct benchmarking, market research, and comparative analyses utilizing industry standards, commercial datasets, government data sources, and historical program information.
  • Apply advanced analytical methodologies and quantitative techniques to assess program affordability, technical risks, cost realism, and resource requirements.
  • Support research, development, test, and evaluation (RDT&E) activities and modernization initiatives throughout the acquisition lifecycle.
  • Develop cloud pricing models and infrastructure cost analyses utilizing commercial cloud service providers and emerging technology pricing frameworks.
  • Create executive-level presentations, technical reports, acquisition documentation, and strategic recommendations for senior government leadership.
  • Provide program management support through performance assessment, strategic planning, risk identification, schedule analysis, and resource optimization activities.
  • Interface directly with government customers, prime contractors, and senior executives to support technical reviews, milestone events, and decision forums.
  • Mentor junior staff and provide technical oversight across multidisciplinary project teams.


To be successful in this role, you will have:
  • Active DoD Secret Security Clearance
  • US citizenship required
  • Master's Degree in Technology Management, Engineering, Business Administration, Finance, Economics, Operations Research, Information Systems, or a related discipline
    • Or a Bachelor's Degree plus 4 additional years of relevant experience in lieu of Masters degree
  • Minimum of 15+ years of experience supporting federal acquisition, cost estimating, financial analysis, program management, engineering economics, or related disciplines
  • Demonstrated experience supporting Department of Defense, Federal Civilian, and/or Intelligence Community programs
  • Extensive experience developing and defending life-cycle cost estimates, business case analyses, affordability assessments, and acquisition-related studies
  • Experience supporting technology modernization initiatives involving software development, enterprise IT systems, cloud environments, cybersecurity, digital transformation, or AI/ML applications
  • Demonstrated success supporting senior government decision makers through analytical assessments, executive briefings, and strategic recommendations
  • Experience leading complex analytical efforts involving large data sets and multiple stakeholder organizations
  • Ability to travel up to 25%

Additional desired experience and skills:
  • Certified Cost Estimator/Analyst (CCE/A)
  • Experience supporting enterprise-wide modernization programs across Federal Civilian, DoD, or Intelligence Community organizations
  • Experience supporting AI/ML initiatives, cloud migration efforts, cybersecurity programs, or large-scale software acquisitions
  • Experience utilizing industry-standard estimating tools such as:
    • Galorath SEER Suite
    • PRICE TruePlanning
    • ACEIT
    • Crystal Ball
    • Advanced Microsoft Excel
  • Demonstrated expertise in cloud cost modeling utilizing AWS, Microsoft Azure, Google Cloud Platform, Oracle Cloud, or IBM Cloud pricing frameworks
  • Strong written and verbal communication skills with experience presenting to Senior Executive Service (SES) leaders, Flag Officers, General Officers, or equivalent executive leadership
  • Published author, conference presenter, instructor, or recognized thought leader within the acquisition, cost estimating, analytics, or technology modernization communities
