The Opportunity

Black & Veatch has an exciting opportunity for a Water & Wastewater Infrastructure Planning Business Leader based in our California market area. In this role, you will have the opportunity to:
  • Lead business development efforts in our California market area through identification and capture of water distribution and wastewater collection hydraulic modeling and system planning services.
  • Work closely with Black & Veatch Client Directors to build client relationships throughout the market area to drive growth of our business.
  • Support and lead pursuit, proposal, and project interview activities.
  • Lead the execution of water distribution and wastewater collection hydraulic modeling and system planning projects and serve as Black & Veatch's client-facing Project Manager.
  • Identify new hire candidates and participate in the hiring process to grow our execution teams and business.
  • Interface with our other Distribution & Collection System Planning professionals nationally to build project teams and leverage new and innovative approaches to benefit our clients.
  • Evaluate water and wastewater system capacity, condition, resilience, operating efficiency, and water quality.
  • Perform analysis and projections of water demands and wastewater flows.
  • Use risk-based assessments to develop and prioritize capital improvement programs.
  • Integrate condition assessment and asset management data into system master planning to support replacement & renewal planning.
  • Use cutting-edge hydraulic modeling, GIS, asset management, and data visualization software to help solve client issues.
  • Support and lead business development efforts and project execution beyond our California market area with our national Distribution & Collection System Planning team.


Preferred Qualifications

  • Experience with technical and thought leadership surrounding water and wastewater infrastructure systems.
  • Experience in a client-facing role.
  • 11+ years of infrastructure assessment experience including hydraulic modeling, master planning, and data analysis. Experience or familiarity with asset management and condition assessment is a plus.
  • Experience leading technical tasks and project teams and executing water distribution and wastewater collection system studies and assessments that involve system operations modeling, optimization techniques, risk & resiliency evaluations, capital and life-cycle cost analyses, CIP prioritization.
  • Proficient with data analyses, analytics, and visualization
  • Proficient with report writing and PowerPoint presentations.
  • Experience in developing proposals and leading technical discussions during client interviews/projects.
  • Experience and/or familiarity with Geographic Information System (GIS) technology and software (i.e., ArcGIS)
  • Capable in Microsoft Office (Word, Excel, PowerPoint, Teams, etc.)
  • Familiarity with dynamic data visualization software such as PowerBI
  • Experience and/or familiarity with hydraulic modeling software such as:
    • InfoWorks, ICM
    • OpenFlows Water/Sewer (WaterGEMS and SewerGEMS)
    • InfoWater Pro
    • EPANet
    • EPASWMM
    • PCSWMM


Minimum Qualifications

  • Requires a bachelor's degree in engineering from either a recognized accredited program in their home country or the country in which the professional is practicing or equivalent experience in Engineering work.
  • Minimum of 11 years related work experience.
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
  • Holds an active engineering registration or licensure to support engineer of record (EOR) requirements for BV projects in applicable countries, and supports where necessary.

Work Environment and Schedule

  • Hybrid or flexible work options may be offered after the first 90 days of employment based upon managerdiscretion, job performance and work assignments.
  • This position would require working in a typical office environment.
  • The position may entail prolonged periods ofsitting and computer use, and the professional would ideally be able to maintain focus and attention to detail throughout the workday.
  • The position may also be require physical tasks during site visits, including crouching, grasping, and standing/walking for extended periods of time.
  • This opportunity will be based out of our Sacramento, San Jose, or Walnut Creek, California offices.

In accordance with local law, the following Annual compensation range is applicable for the job and location associated with this requisition: $184,717.00 - $308,464.00
