$195,648 to $241,588

Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary

The Vice President, Project Controls, has broad authority over the functional group's strategy, governance, and direction. The Incumbent has complete decision-making authority over the functional group within the organization's general policies, principles, and ultimate goals. In addition, the person in this role has the latitude to consider organizational direction. Can fully define policies, practices, standards, and guidelines for the entire Project Controls functional group. The person in this role is a well-respected industry fellow in program/project controls responsible for all aspects of program controls activities for C&D (cost estimating, cost control, scheduling, and risk management) for the entire capital program. Works within the Infrastructure Department and sets new Project controls, policies, and procedures for all staff.

Responsibilities

Responsible for program control activities for the Project's entire lifecycle (planning phase through handover to operating owner).

Supports a Project Executive and project team:

Assists the Project Management team in making decisions for escalated items related to cost estimates, schedules, change orders, claims, time extension requests, and disputes.

Evaluates actual project performance, risk identification/mitigation, and recovery plans on a program level and provides Delivery Office trends/drivers/mitigation strategies.

Reviews and identifies escalated items related to financial reports using actual cost information, forecasted spend per project schedules, and estimated final costs against approved contract funding.

Provides insights into overarching reviews for conceptual estimates and durations for projects/programs.

Establish force account needs for projects.

Establishes continuing education for all project control teams' skill development.

Creates innovative solutions to assist project management/delivery teams in understanding their Project's health, enabling them to make quick decisions.

Accountable for the leadership and management of the Program Controls function, technical compliance, and continuous improvement.

Education and Experience

Bachelor's degree in Engineering, Architecture, Construction, or Project Management, Business Administration, Transportation, or a related field.

Master's preferred.

Must have a minimum of sixteen (16) years of related experience.

Must have at least ten (10) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.

Licensed Professional Engineer or Registered Architect desirable.

PMI-SP, EVP, CCP, or CPE Certifications are desirable.

Significant experience in project management for major construction projects or projects with highly complex systems is preferred.

Alternative delivery experience desirable.

Substantial experience leading and managing contractors, subcontractors, or vendors.

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all organizational levels.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and the ability to deliver on results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

Must possess excellent team-building, listening, problem-solving, and prioritization skills.
