Maritime Intelligence / Systems Engineer

Opportunity Overview

The Leidos Analysis Solutions Business Area is seeking engineers to support the characterization of undersea naval and multi-domain threats at both the subsystem and integrated networked combat-system levels. This position will also support the development and dissemination of maritime finished intelligence (FINTEL) products for the Office of Naval Intelligence (ONI).

In this role, you will work at the intersection of engineering, all-source intelligence, C4ISR analysis, and threat characterization, helping transform complex intelligence into defensible, operationally relevant assessments that support countermeasure development and mission planning.

Program objectives include:

  • Produce objective, tradecraft-compliant FINTEL in accordance with ICD 203.

  • Produce defensible, sourceable FINTEL in accordance with ICD 206.

  • Maximize product disseminability to support countermeasure developers and operational stakeholders.

  • Help close the sensor-to-shooter loop by connecting intelligence, engineering analysis, and operational vulnerabilities.

Primary Responsibilities

All-Source Intelligence Review

Review current intelligence assessments and reconcile available source holdings across the undersea domain, including Imagery Intelligence (IMINT), Electronic Intelligence (ELINT), Signals Intelligence (SIGINT), Human Intelligence (HUMINT), Geospatial Intelligence (GEOINT), Measurement and Signature Intelligence (MASINT), Open-Source Intelligence (OSINT), and Acoustic Intelligence (ACINT). Identify, assess, and prioritize key intelligence gaps requiring further analysis or collection.

C4ISR Architecture Characterization

Collaborate with engineering subject-matter experts to characterize adversary Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) architectures. Analysis may include:

  • C4 node hierarchy and engagement decision timelines.

  • Battle management, weapon-target assignment, and engagement sequencing under saturation conditions.

  • Sensor integration, data fusion, and track-quality requirements for weapon handoff.

  • Communications and datalink characteristics.

  • Electronic Protection (EP) integration under jamming and Electronic Attack (EA) conditions.

Sensor-to-Vulnerability Analysis

Translate raw intelligence and technical data into operationally actionable assessments of adversary kill-chain architecture. Identify critical decision points, timing constraints, system dependencies, and architectural vulnerabilities that can directly inform Electronic Warfare (EW), Electronic Protection (EP), and hard-kill countermeasure development.

Sensor-to-Shooter Chain Characterization

Characterize the full adversary sensor-to-shooter chain, from initial target detection through:

  • Track development and reporting.

  • Fire-control solution generation.

  • Weapon-launch authorization.

  • Post-launch guidance and support.

  • Battle damage assessment.

Intra- and Inter-Platform Operations

Assess how threat platforms coordinate with other sensors, systems, and platforms. Characterize assessed data-exchange formats, cueing protocols, cooperative-engagement logic, and system dependencies that contribute to integrated combat operations.

Targeting Data Quality

Evaluate track accuracy and latency requirements at key handoff points throughout the engagement chain. Assess how degradation in track quality resulting from jamming, electronic attack, or other countermeasures may affect engagement effectiveness and overall system performance.

Disseminable FINTEL Production

Develop finished intelligence products consistent with customer sourcing and dissemination principles. When possible, derive assessments from sources classified at SECRET//REL TO USA, FVEY or below to maximize dissemination to allied partners and operational commands. Develop a separate SCI addendum only when SCI-level sourcing is necessary.

Required Education, Skills, and Experience

  • Bachelor’s degree in science, engineering, or a related relevant field and 8+ years-experience or master’s and 6+ years of relevant experience. Additional experience may be considered in lieu of degree.

  • Prior experience producing maritime intelligence products.

  • Experience with signal processing and/or systems engineering.

  • Experience working with SIGINT, OSINT, and other relevant all-source intelligence disciplines.

  • Active Top Secret clearance with the ability to obtain SCI access.

Preferred Qualifications

  • Graduate degree in Electrical Engineering, Systems Engineering, or a related technical field.

  • Experience with Grapevine.

  • Experience applying or working with Artificial Intelligence (AI).

  • Candidates with a TS/SCI in-scope and active will be given preference.

Salary Range - $120K -$175K

Pay Range $92,300.00 - $166,850.00
