This position is located and officed in District Maintenance at the Austin District Headquarters 70 % of time. Travel is required within the Austin District 30% of time.This position is for
ONE Transportation Specialist IV or V. The Texas Department of Transportation reserves the sole right in determining the level of the position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.
Salary/Grade:Transportation Specialist IV - B 22 - $57,614 - 93,138 / yearly
Transportation Specialist V - B24 - $65,104 - 106,634 / yearly

Position DescriptionThis position provides high-level technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties for Transportation IV and V (Seal Coat Specialist) include:- Performs complex data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan development
- Assists in prioritizing and scheduling projects.
- Coordinates maintenance material purchasing.
- Develops and monitors budgets.
- Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
- Inspects current projects for proper use of personnel, equipment and materials, traffic control and quality of work completed.
- Inspects roadways and evaluates road conditions.
- Makes recommendations to replace or modify signs, signals and illumination devices
- May serve as a lead worker and the related tasks.
- Monitors material testing requirements and results for compliance with specifications.
- Monitors the design and execution of state-funded rehabilitation and preventive maintenance projects.
- Represents the Department at various meetings.
- Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems.
- Travels to districts and maintenance offices to perform site visits and monitor maintenance programs.
- Performs other job responsibilities as assigned. This position requires driving a state vehicle.
Additional Responsibilities for Transportation Specialist V (Seal Coat Specialist) include:- Develops and oversees a maintenance quality control evaluation program for all district roadways.
- Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
- Oversees the development of short- and long-range maintenance plans and monitors operations to ensure compliance with plans.
- Coordinates programs and projects to enhance efficiency and streamline operations.
- Implements the Vegetation/Herbicide Program.
- Oversees the Maintenance Management Information System.
- Serves as technical member on transportation-related projects.
- Trains and makes training-related recommendations to staff on new operations.
Minimum Qualifications:Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience:
5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent) . Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:- Subject to inside and outside environmental conditions
- Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
