JOB OVERVIEW
The Tolling, ITS, and Electrical Design Manager leads the design and coordination of the project’s tolling, intelligent transportation systems (ITS), and electrical infrastructure. As part of the Design team, the Manager is accountable for technical delivery, multidisciplinary interfaces, consultant and subcontractor coordination, and communications with the Developer, TDOT, the tolling system integrator, and construction teams. The role guides the discipline team through design support while promoting quality, safety, constructability, schedule performance, and cost-effective solutions throughout the project lifecycle.
RESPONSIBILITIES AND DUTIES
• Lead the tolling, ITS, and electrical design workstream and establish priorities, deliverables, responsibilities, and technical coordination requirements.
• Manage the discipline design schedule, budget, resources, risks, interfaces, and consultant or subcontractor scopes in alignment with project milestones.
• Oversee the preparation and review of calculations, drawings, reports, specifications, models, quantity take-offs, bills of quantities, cost estimates, and other technical deliverables.
• Ensure discipline work complies with applicable codes, standards, contract requirements, design criteria, quality procedures, and project specifications.
• Lead coordination with the Developer, TDOT, the tolling system integrator, designers, contractors, utility stakeholders, and other project disciplines.
• Chair or actively participate in technical and interface meetings, document decisions and action items, and drive timely resolution of issues.
• Manage technical communications, submittal reviews, requests for information, design changes, and construction-phase engineering support for the assigned systems.
• Identify design and construction risks, evaluate alternatives, and direct practical solutions that improve safety, quality, constructability, lifecycle performance, schedule, or cost.
• Develop and implement design optimizations while maintaining functional requirements and obtaining required stakeholder acceptance.
• Coordinate field observations and investigations and ensure that field conditions and construction feedback are incorporated into the design process.
• Monitor design progress and quality, perform or assign independent checks, and confirm that comments and nonconformances are resolved.
• Provide technical leadership, coaching, workload direction, and performance support to engineers, EITs, designers, and discipline partners.
• Support procurement and commercial activities by defining technical scopes, reviewing proposals, and managing technical performance across applicable contracts.
• Communicate discipline status, key decisions, risks, changes, and required actions to project leadership.
QUALIFICATIONS
• Bachelor's degree in Electrical, Civil, Industrial, or a related engineering field.
• Master of Science degree is preferred.
• Minimum ten (10) years of progressively responsible experience in relevant design and coordination activities, including leadership responsibility on complex transportation projects.
• Professional Engineer licensure or the ability to obtain licensure is preferred.
• Demonstrated experience with tolling, ITS, roadway lighting, power, communications, and related electrical infrastructure on PPP or Design-Build projects; TDOT experience is preferred.
• Strong knowledge of applicable engineering codes, standards, specifications, design quality processes, and transportation agency requirements.
• Proven ability to lead multidisciplinary coordination, manage consultants and subcontractors, resolve interfaces, and support design through construction.
• Experience managing design schedules, budgets, deliverables, risks, quantities, cost estimates, and technical change.
• Proficiency in Microsoft Excel, Word, PowerPoint, Project, Bluebeam PDF, MicroStation, and Procore, with working knowledge of AGi32 and applicable CAD or BIM platforms.
• Excellent leadership, decision-making, negotiation, written communication, and presentation skills.
• Ability to work effectively in a fast-paced project environment, travel to project sites, and perform field observations as required.
