Description
Position summary:
The Texas Foreclosure Manager builds and runs Entra's new Texas trustee operation. This is a hands-on leadership role: the Manager launches the team, writes and enforces the Texas procedures, trains and leads the Trustee Sales Officers, manages the foreclosure firm and vendors, directs the offshore intake and billing work, and is accountable for every Texas file meeting Texas law, FHA/HUD timelines and BSI requirements.
The role starts during launch. In the first 90 days the Manager finalizes procedures, trains the first officers, and leads readiness for in-house intake beginning January 1, 2027 at about 60 referrals a month, rising to about 120 a month by March 2027. At steady state the team handles roughly 95 to 130 new FHA referrals a month and about 400 to 500 active files, with overflow handled by the firm under a statement of work.
Key responsibilities:
• Finalize the Texas FHA nonjudicial foreclosure procedures and desk procedures with Risk & Compliance and Entra's FSI subject-matter expert, and close the procedure's open items with the foreclosure firm.
• Build the officer training plan and sign-off test. Certify the first two officers before January 1 intake and onboard the third and fourth officers in January and February.
• Lead readiness for the December 22 go/no-go decision: FSI workflow live and tested, India order-opening dry run, firm hand-off tested on sample files, billing tested end to end, and weekly KPI reporting in place.
• Partner with BSI HR on officer interviews, selection and onboarding.
Run daily operations:
• Own the Texas team's workload: assign files, manage inventory and aging, and keep every file on the Texas sale calendar (first-Tuesday sales) and within FHA/HUD reasonable-diligence timeframes.
• Apply the monthly routing rule: in-house intake up to trained officer capacity (about 30 new referrals per officer per month), with overflow and exception files sent to the firm under the statement of work.
• Act as the decision-maker for Texas stop triggers and escalations (active duty, bankruptcy, deceased borrower, title defects, data mismatches, loss-mitigation holds) and resolve them the same day.
• Handle emergency sale pulls for late bankruptcy filings and temporary restraining orders with the firm and trustee.
• Review high-risk files before sale and approve exceptions to standard procedure.
• Work files directly when needed during ramp-up, volume peaks and staff absences.
Manage the firm, vendors and offshore work
• Manage the foreclosure firm on both paths: turnaround and quality of its in-house work (preparing, posting and filing the Notice of Substitute Trustee's Sale, preparing the Substitute Trustee's Deed, and serving as named substitute trustee), and full file handling for files placed under the statement of work, including milestone tracking and milestone billing.
• Oversee files placed with the firm (until a dedicated outsourced-oversight officer is hired), keeping them on FHA timelines and reporting their status.
• Manage Entra Title (Land Reports and title updates) and sale vendors (Auction.com, ServiceLink, Hubzu) against agreed service levels, and hold the firm to its posting deadlines.
• Direct the India team's Texas work with the India team manager: opening FSI orders from the BSI referral package and billing. Set service levels, sample their work, track error rates, and drive corrections. Billing accuracy and the receivables backlog are a top priority.
Client, compliance and risk
• Serve as the primary operational contact for BSI default servicing on Texas IHFA files and meet BSI service levels, including 24-hour referral acknowledgment and same-day sale results.
• Ensure compliance with Texas Property Code Chapter 51, HUD Handbook 4000.1 foreclosure requirements, the Servicemembers Civil Relief Act, the bankruptcy automatic stay, FDCPA, RESPA/Regulation X hold requirements, privacy rules for borrower data, and BSI and investor requirements.
• Partner with Risk & Compliance on the control plan, quality-control reviews and audits; remediate findings and keep complete records for every file.
• Ensure billing to BSI, a related party, is accurate, supported by file milestones and consistent with the agreed fee schedule.
Financial results and reporting
• Report weekly to the Executive Owner on the launch KPIs: referrals received, share kept in-house, referrals per officer, active inventory, FHA timeline compliance, milestones billed and days to bill, India error rates, and receivables.
• Ensure every in-house file is billed at each milestone (title, first legal, deed recorded) accurately and on time; follow up unpaid invoices at 30 days; approve vendor invoices.
• Use the staffing model to flag when volume calls for adding officers, an outsourced-oversight officer or a supervisor.
Lead the team:
• Hire, train, coach and evaluate the Trustee Sales Officers; set goals, hold regular one-on-ones and complete performance reviews.
• Cross-train the team so every file can be covered during absences, and build the bench for a future supervisor role.
• Work with Entra's Concord, California team on shared systems and standards.
How success is measured:
Targets below come from the IHFA Texas 90-Day Launch Plan and staffing model and will be updated as volume firms up after loan boarding.
• Go/no-go criteria met by December 22, 2026; in-house intake live January 1 at about 60 referrals a month, 90 in February and 120 from March.
• Officers trained and signed off before they take live files; officer hiring on plan.
• Share of referrals kept in-house on plan: about 46% in January, 69% in February, 92% in March-April and 100% from May 2027.
• 100% of files within HUD first-legal and reasonable-diligence timeframes; no sale held while a stop trigger was open.
• Milestone billing accurate and on schedule; India order-opening and billing error rates at or below target; receivables backlog reduced.
• Weekly KPI reporting delivered from January 2027.
