The opportunity

The Technology Business Management (TBM) Office Lead is responsible for driving the adoption and strategic use of IBM's Apptio platform to optimize technology investments and enhance business value. This role provides leadership in implementing TBM methodologies and tools, driving transparency in technology spending, and enabling data-driven decision-making across IT and finance teams. The TBM Office Leader acts as a product owner, change agent, championing transparency, accountability, and continuous improvement in technology financial management.

Your key responsibilities
  • Lead the TBM Office, overseeing the deployment and ongoing management of Apptio solutions to track, analyze, and optimize IT costs and investments.
  • Collaborate with IT, finance, and the business office to establish and maintain a TBM framework that drives transparency and aligns technology spending with strategic objectives.
  • Develop and deliver actionable insights using Apptio dashboards and reports, enabling executive stakeholders to make informed decisions on technology portfolios and investments.
  • Data Integration & Quality: Connect Apptio with other tools (e.g., Finance, Talent, Procurement contracts) for automated data loading, cleaning, and validation to ensure accurate reporting.
  • Drive adoption of TBM best practices and Apptio platform capabilities, facilitating training, change management initiatives across the organization, and acting as the overall evangelist and subject matter expert in this regard. Educate and train stakeholders on Apptio data to enable decision-making, while bridging gaps between IT, finance, and the business office.
  • Monitor and measure performance metrics, identifying opportunities for cost optimization, improved resource allocation, and increased ROI on technology initiatives.
  • Financial Analysis & Planning: Support budgeting, forecasting, TCO (Total Cost of Ownership), and chargeback/show back reporting.
  • Serve as the primary liaison between the organization and IBM Apptio support, ensuring platform updates, troubleshooting, and enhancements meet business needs.
  • Change Management: Lead initiatives to mature the organization's use of TBM / Apptio data and foster accountability across the company.
  • Stay current with industry trends and regulatory requirements, adapting TBM strategies to ensure compliance, operational excellence, scalability and alignment to EY Finance and Business Office requirements and strategic objectives.


Skills and attributes for success
  • Extensive experience in technology business management, IT financial management, or related fields.
  • Domain knowledge: Strong knowledge of TBM methodology and detailed knowledge of IBM Apptio platform capabilities, configurations and operations (IT Planning and Cost Transparency)
  • Proficiency in data analysis, data modeling, and IT service management. Analytical skills, with the ability to interpret complex financial and operational data to drive business insights.
  • Excellent leadership, communication, and stakeholder management skills.
  • Proven ability to lead cross-functional teams, influence executive decision-making, and drive organizational change.
  • Communication: Proven ability to present actionable insights to cross-functional executive-level stakeholders, influence decision making and bring clarity to what would otherwise be considered complex topics.
  • Experience in project management, process improvement, and technology portfolio optimization.
  • Strategic thinking and business acumen to align technology investments with organizational goals.
  • Strong analytical and problem-solving skills for interpreting complex financial and IT data.

To qualify for the role, you must have:
  • Bachelor's degree in IT, Finance, Business Administration, or a related discipline (master's preferred).
  • Relevant experience in project management, process improvement, and technology portfolio optimization.
  • Strategic thinking and business acumen to align technology investments with organizational objectives.
  • Excellent communication and stakeholder management abilities to facilitate collaboration across IT, finance, and business units.


Ideally, you'll also have
  • TBMA certification is desired but not required for this role.

  • We offer a comprehensive compensation and benefits package where you'll be rewarded based on your performance and recognized for the value you bring to the business. The base salary range for this job in all geographic locations in the US is $139,300 to $275,800. The base salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is $167,100 to $313,400. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options.
