Job Summary:

The Program Manager provides oversight and expertise for strategic projects primarily associated with the Talent and Organizational Development (T&OD) business line and the Federal Reserve Bank of Philadelphia. You will serve in a leadership capacity by gathering relevant information, developing project plans, managing project milestones, addressing challenges, and demonstrating the flexibility and breadth of understanding of what is necessary to support an overall project and/or program.

You may direct work of ad hoc teams created for specific T&OD business goals and are ultimately responsible for ensuring the applicable allocations of resources through the life of the project/program. You are a strong contributor and subject matter expert to various business lines. You will report to the Talent Management and Organizational Development Manager.

The salary grade for this position is 15Final salary and offer will be determined by the applicant's background, experience and skills, as well as internal equity and alignment with market data.

  • You will provide subject matter expertise and insights for ongoing development of program areas (e.g., Officer/People Leader/Individual Contributor curriculum, employee engagement).
  • You will partner with department leaders to provide T&OD solutions as part of the Bank's retention strategy
  • You design, develop, and deliver training for groups or individuals in a classroom or work environment using a variety of training methods, including online/e-Learning and instructor-led classes.
  • You measure stakeholder satisfaction and continuously seek feedback for areas of opportunity.

  • You partner with stakeholders to establish desired program outcomes and determine the actions and/or projects needed to achieve desired end-state results. You Influences Bank leaders on the direction, sponsorship, and ownership of the T&OD strategy.

  • You oversee the ongoing communication strategy for all T&OD programs and key annual deliverables. Includes coordinating communication among HR units, as needed.
  • You serve on, or support System committees/work groups, Bank special projects or initiatives.


Knowledge and Skills:
  • You have thorough knowledge of approaches and processes related to talent management, organizational development, assessment tools, competency development, enterprise learning programs, adult learning theory, and instructional design both classroom and online modes of delivery.
  • You possess strong strategic thinking skills
  • You have excellent project management and team leadership skills.
  • You have strong change management skills and ability to lead related efforts.
  • You have excellent written and verbal communication skills.
  • You have outstanding business consulting skills


Education and Experience:

Minimum ten years of experience working in organization development, talent management, or related disciplines.

Bachelor's degree or equivalent experience.

Flexibility and agility to multi-task and prioritize.

Strong proficiency in MS 365 Office Suite.
