Position Summary
The Systems Integrator supports the U.S. Customs and Border Protection (CBP) Operational Technology Operations Center (OTOC) and the build-out, integration, testing, deployment, and sustainment of the Office of Information and Technology (OIT) ISS OTOC. This is a full-time onsite position supporting network, systems integration, Watchtower, laboratory testing, and technology fielding activities during an assigned 8-hour day shift.
The Systems Integrator is responsible for integrating and validating operational technology (OT), networking, mobile, tactical, and supporting infrastructure in laboratory and operational environments. The position works across hardware, software, network, identity, certificate, cloud, and Mobile Device Management (MDM) components to ensure systems are configured, interoperable, testable, supportable, and ready for field deployment.
The position provides hands-on support for the Watchtower MDM platform and associated tactical devices, performs lab-based integration and acceptance testing, troubleshoots cross-system issues, develops and maintains technical configurations and test documentation, and supports fielding of approved technology. The Systems Integrator coordinates closely with OTOC operations, engineering, cybersecurity, network operations, program leadership, vendors, and government stakeholders to transition technology from development and lab validation into operational use.
Duties and Responsibilities
Systems and Network Integration
• Integrate network, compute, mobile, tactical, cloud, identity, certificate, and operational technology components in laboratory and operational environments.
• Configure, connect, validate, and troubleshoot hardware and software components to ensure end-to-end interoperability and operational readiness.
• Support network configuration and integration activities involving IP addressing, routing, switching, DNS, DHCP, VPNs, firewalls, wireless connectivity, and secure communications as applicable to supported environments.
• Integrate Windows and Linux systems, mobile platforms, virtualization technologies, cloud services, identity services, and supporting infrastructure.
• Troubleshoot complex issues that cross system, network, application, device, certificate, or configuration boundaries and coordinate resolution with responsible technical teams.
• Develop and maintain system configurations, integration procedures, interface documentation, network diagrams, build records, and implementation notes.
• Support configuration control and ensure tested configurations are documented and repeatable for deployment and sustainment.
Watchtower and Mobile Device Management
• Deploy, configure, integrate, test, and sustain the Watchtower Mobile Device Management (MDM) platform for OT and tactical devices.
• Support Android, Windows, Linux, iOS, radios, sensors, wearables, and other supported operational technology endpoints.
• Configure and validate device provisioning, policy enforcement, remote updates, compliance monitoring, certificate distribution, remote wiping, and over-the-air (OTA) capabilities.
• Validate Watchtower operation across connected, offline, edge, and disconnected-use scenarios.
• Support integration of Watchtower analytics for device usage, compliance, operational metrics, and troubleshooting.
• Perform device lifecycle activities including onboarding, configuration, testing, fielding preparation, sustainment, and decommissioning.
• Ensure Watchtower and MDM integration activities comply with CBP security, configuration, and operational requirements.
Laboratory Integration and Testing
• Build, configure, and maintain representative lab environments used to evaluate new technologies, configurations, software releases, devices, and integration changes before operational fielding.
• Develop and execute integration, functional, regression, interoperability, connectivity, and operational acceptance test procedures.
• Reproduce field issues in the lab, isolate root causes, validate fixes or workarounds, and document test results.
• Validate software, firmware, device, network, certificate, and configuration changes before recommending release or deployment.
• Document test objectives, configurations, procedures, results, defects, limitations, corrective actions, and readiness findings.
• Maintain test equipment, devices, software baselines, configurations, and lab documentation so test scenarios can be reliably repeated.
• Coordinate test events with engineering, cybersecurity, network operations, OTOC support personnel, vendors, and government stakeholders.
Technology Fielding and Deployment
• Support planning, preparation, staging, configuration, validation, deployment, and fielding of approved technologies to operational locations.
• Prepare deployment packages, device configurations, technical documentation, checklists, installation procedures, rollback procedures, and support materials.
• Perform pre-deployment readiness checks to verify hardware, software, network connectivity, accounts, certificates, licenses, configurations, and dependencies.
• Provide onsite or remote technical support during technology installation, activation, acceptance, and transition to operations.
• Troubleshoot deployment issues and coordinate corrective actions with engineering, network, cybersecurity, product, vendor, and OTOC support teams.
• Capture fielding results, configuration changes, lessons learned, known issues, and follow-on actions for incorporation into future deployments.
• Support transition of fielded technologies to the OTOC help desk and sustainment teams by providing technical documentation, knowledge transfer, and escalation guidance.
Technical Coordination and Operational Support
• Coordinate integration and fielding activities with the Help Desk Lead & Operations Coordinator, IT Support Specialists, engineering teams, cybersecurity personnel, network operations, program management, vendors, and government stakeholders.
• Support incident, problem, and change management activities associated with integrated systems, deployments, releases, and infrastructure changes.
• Provide Tier 2/Tier 3 technical assistance for complex issues requiring lab reproduction, integration analysis, or engineering coordination.
• Support change planning and implementation by identifying technical dependencies, operational impacts, validation requirements, and rollback considerations.
• Develop and maintain SOPs, technical guides, integration documentation, troubleshooting procedures, test plans, fielding checklists, and knowledge articles.
• Provide technical briefings, demonstrations, knowledge transfer, and hands-on training to support personnel and government stakeholders as required.
Requirements
Required Qualifications
• Associate's or Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Network Engineering, Systems Engineering, Communications, Business Technology, or a related field; equivalent directly relevant experience may be substituted for a degree.
• 5+ years of progressively responsible experience in systems integration, network engineering/support, systems administration, operational technology, technical fielding, lab integration/testing, or a related technical role.
• Demonstrated experience integrating and troubleshooting multi-component technical environments involving networks, servers, endpoints, applications, identity services, certificates, and/or cloud services.
• Hands-on experience with network configuration, connectivity troubleshooting, and common enterprise networking concepts and services.
• Experience building or supporting laboratory/test environments and executing structured integration, functional, regression, or acceptance testing.
• Experience preparing, configuring, validating, and fielding technology into operational or customer environments.
• Demonstrated ability to isolate complex technical issues, document findings, and coordinate resolution across multiple technical disciplines.
• Ability to develop and maintain technical documentation, test procedures, configuration records, network or system diagrams, deployment checklists, troubleshooting guides, and knowledge articles.
• Strong written and verbal communication skills and the ability to communicate effectively with engineering teams, support personnel, program leadership, vendors, and government stakeholders.
• Ability to work full-time onsite during an assigned 8-hour day shift and support fielding/deployment activities as mission requirements dictate.

• Experience with network test tools, packet analysis, log analysis, system monitoring, and structured troubleshooting methodologies.
• Experience supporting disconnected, edge, tactical, or limited-connectivity environments.
• Experience with configuration management, release management, change management, and transition-to-operations processes.
• Experience developing or executing formal test plans, test cases, acceptance criteria, and test reports.
• Experience conducting technical demonstrations, operational evaluations, field trials, pilots, or customer acceptance events.
• Relevant technical certifications such as CompTIA Network+, Security+, Linux+, Microsoft, Cisco, AWS, Azure, VMware, or comparable certifications.
