This role leads multidisciplinary engineering and implementation teams while serving as the primary bridge between technical personnel, program leadership, customers, and executive stakeholders. The Engineering / Implementation Manager translates business and mission requirements into executable technical plans, ensuring solutions are delivered on schedule, within scope, and in accordance with established architecture, security, performance, and quality standards. The position combines engineering leadership, implementation management, project execution, stakeholder engagement, risk management, and process improvement.

Key Responsibilities

  • Design & Planning: Write technical rules, create system maps, and plan how a project or network will work.

  • Integration: Connect different hardware, software, or physical parts so they function as a single unit. Define Configuration management plan.

  • Testing & Troubleshooting: Run checks, find bugs or design flaws, and fix system failures.
  • Communication: Act as a bridge between different teams, managers, and clients to explain technical needs.

Engineering & Technical Leadership
  • Lead multidisciplinary engineering, implementation, integration, deployment, and technical support teams.
  • Provide technical direction throughout the solution lifecycle, from planning and engineering through implementation, testing, deployment, transition, and operational support.
  • Translate business, mission, and customer requirements into actionable engineering and implementation plans.
  • Coordinate technical activities across infrastructure, cloud, network, systems, cybersecurity, software, data, and integration teams.
  • Ensure engineering solutions align with established enterprise architecture, technical standards, security requirements, and operational objectives.
  • Facilitate technical reviews and resolve cross-functional engineering issues that could impact implementation or operational readiness.
  • Provide escalation support for complex technical issues and coordinate appropriate engineering resources to drive resolution.
  • Mentor engineers and technical leads while promoting accountability, collaboration, knowledge sharing, and engineering excellence.
Implementation & Project Delivery
  • Develop and manage comprehensive implementation strategies, schedules, milestones, dependencies, and deployment plans.
  • Coordinate engineering activities across multiple concurrent projects, deployments, or workstreams.
  • Establish clear implementation objectives, deliverables, acceptance criteria, and measures of success.
  • Manage the transition of solutions from engineering and development environments into production operations.
  • Coordinate testing, validation, configuration, integration, migration, deployment, and operational readiness activities.
  • Ensure technical documentation, implementation procedures, configuration information, and support materials are completed prior to deployment.
  • Monitor implementation progress and proactively identify schedule, resource, technical, or dependency issues.
  • Partner with project and program managers to ensure technical execution remains aligned with cost, schedule, scope, and contractual requirements.

Required Skills:
  • Bachelor's degree in Engineering, Computer Science, Information Technology, Information Systems, or a related technical discipline; equivalent professional experience may be considered.
  • Significant experience in engineering, systems integration, implementation, infrastructure, software deployment, cloud technologies, or enterprise IT environments.
  • Demonstrated experience leading technical or engineering teams responsible for complex implementations.
  • Strong understanding of the systems/software development lifecycle and technology implementation lifecycle.
  • Experience developing and managing implementation schedules, milestones, dependencies, risks, and technical deliverables.
  • Working knowledge of project management methodologies including Agile, Scrum, SAFe, Waterfall, or hybrid delivery models.
  • Experience coordinating activities across multiple technical disciplines and organizational teams.
  • Strong analytical, troubleshooting, problem-solving, and decision-making capabilities.
  • Demonstrated ability to communicate complex technical concepts to both technical and non-technical audiences.
  • Experience working directly with customers, senior leadership, vendors, and cross-functional stakeholders.
  • Strong organizational skills with the ability to manage multiple simultaneous projects and priorities.
