Overview

CVP is seeking a Systems Architect / Technical Lead for theNIHApps portfolio, which includes three billing systems: CIT Billing, AIS, and Telecommunication Billing. These systems generate billing transactions and files that directly support CIT revenue and are deeply integrated across the NIH enterprise.

Responsibilities
  • Provide technical authority forsoftwarearchitecture, identity lifecycle design, and data/integration patterns
  • Lead security/ATO alignment, cloud/modernization strategy, and root-cause resolution
  • Design and govern billing-data integrity, reconciliation, and modernization architecture
  • Manage complex integrations among CIT Billing, AIS, Helix, NED/AD, ServiceNow ASR, EIS telecom data, and NIH Business System billing files
  • Produce ARB artifacts and technical standards; mentor the engineering team
  • Lead modernization of legacy .NET billing components with minimal revenue-cycle disruption

  • 8+ years of enterprise system development/integration experience
  • 3+ years on comparable scope/complexity efforts
  • Cloud/DevSecOpsmodernization experience
  • Deep Microsoft .NET/ASP.NET architectureexpertiseincluding ASP.NET AJAX/Telerik, .NET Framework business layers, ADO.NET/LINQ/Entity Data Model, and SQL Server 2016
  • Strong knowledge of SSO integration and billing-data integrity/reconciliation
  • Demonstrated experience modernizing legacy billing systems in a federal enterprise environment

Desired Skills

  • NIH EPLC architecture/design artifacts knowledge
  • FISMA Moderate/RMF/ATO/JCAM and Public Trust Moderate (Tier 2) eligibility
  • DevSecOps/CI-CD, automated testing, and code qualityproficiency
  • Cloud experience (AWS/Azure/GCP); containers/IaCas appropriate
  • Government-approved AI-assisted code/test workflow experience
  • On-site availability when directed

Salary Range: $160,000 - $180,000 (depending on experience)
