System Engineer Level 1
(TS/SCI & FSP Required)

Salary: $110, 000 to $145,000 per year

Ops Tech Alliance (OTA) is seeking a skilled Systems Engineer to support complex programs by applying systems engineering principles across the full system lifecycle. This role ensures technical integrity, quality, and completeness of deliverables while supporting mission-critical objectives in a dynamic government environment. This position requires some travel up to 10 days, 3 times per year.

Key Responsibilities
  • Apply systems engineering processes across all lifecycle phases: concept, development, production, utilization, support, and retirement
  • Support and implement activities aligned with ISO/IEC 15288 systems engineering standard process areas
  • Interface directly with Government stakeholders to address technical considerations, risks, issues, and conflict resolution
  • Ensure the technical integrity, quality, and completeness of engineering products and deliverables
  • Collaborate with cross-functional teams, including program management, developers, and senior leadership
  • Support requirements development, system design, integration, testing, and validation activities
  • Identify and manage system-level risks and provide mitigation strategies
  • Contribute to technical reviews, briefings, and program status reports for Government and executive audiences
  • Maintain compliance with program standards, policies, and contractual requirements

Required Clearance
  • TS/SCI with Full Scope Polygraph

Required Qualifications
  • A Bachelor's degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus one (1) year of systems engineering experience.

    OR

    Twelve (12) credit hours of college coursework in one (1) or more of the ISO/IEC 15288 Technical Process Areas may be substituted for the required one (1) year of systems engineering experience.

    OR

    A High School Diploma or GED and four (4) years of general system engineering experience (any Process Area) may be substituted for a Bachelor's degree
  • Experience with coding Python and Visual Basic for applications
  • Strong experience in applying RF theoretical and academic knowledge in EMI testing unintended emissions within HF, VHF, and UHF spectrum
  • Familiar with RF tools (network analyzers, signal generators, spectrum analyzers, oscilloscopes) and components (amplifiers, filters, isolators, attenuators, terminators, etc)
  • Formulating and documenting test plans
  • Draft and issue technical recommendations through formal test reports
  • Specify and/or review system and component technical performance requirements to ensure optimal functionality while meeting E3 noise electric field limit.
  • Collaborate internal and external agency stakeholders to ensure technical support enables the E3 Program and customer mission requirements
  • Must be able to travel 3 times per year for 7-10 days at a time
  • Preferred but not required: experience in electromagnetic compatibility testing, electromagnetic interference mitigation, and /or antenna calibration
