Job Summary
These position are located in the Department of Health, Health Systems and Preparedness Administration (HSPA), Health Care Facilities Division (HCFD) and Intermediate Care Facilities Division (ICFD). The HCFD has responsibility for conducting inspections and investigations of Hospitals, Nursing Homes, Home Health Agencies, Ambulatory Surgical Centers, Outpatient Clinics, Prospective Payment Psychiatric/Rehabilitation Facilities, End-Stage Renal Centers, Hospice, Maternity Centers, and other health care facilities as assigned.
The Intermediate Care Facilities Division (ICFD) has the responsibility for conducting inspections and investigations of Group Homes for Persons with Intellectual, Developmental and Physical Disabilities, Home Care Agencies, Home Support Agencies, Community Residence Facilities, Child Placing Agencies, Nurse Staffing Agencies and Assisted Living Residences. Both Divisions certify compliance with Federal regulations with Conditions of Participation in the Medicare and Medicaid Programs under Title XIX of the Social Security Act and assures compliance with District licensure and other health and safety laws and regulations In addition, the ICFD conducts annual and monitoring surveys and complaint/incident investigations to ensure compliance with local licensure requirements and/or.
The incumbent works under the direct supervision of the respective Program Manager for the applicable Division (Health Care Facilities Division or Intermediate Care Facilities Division), who sets priorities and deadlines for specific assignments. Incumbent is responsible for planning and carrying out work assignments independently. The supervisor is available for consultation on the more complex technical problems encountered. Results of the work are reviewed for overall effectiveness in meeting results. Major Duties and Responsibilities
The incumbent supervises daily interdisciplinary teams and other health related facilities/agencies that conduct Inspections to determine compliance with District and/or Federal laws and related regulations. In this capacity, the supervisory nurse may conduct onsite monitoring of the survey teams and/or individuals while inspections are in process of the health care facilities and agencies. Assists in developing staff work schedules. monitors survey activities reviews and edits the work product for completeness and accuracy, assists surveyors in difficult decision-making regarding survey related activities, as well as ensures that civil infractions are prepared as required. Reviews and edits reports and related official documents regarding heath care facilities and agencies licensed and/or certified by the HCFD or ICFD. These reports include but are not limited to deficiency reports, Medicaid/Medicare required documents, investigative reports, and letters. Monitors and tracks survey activities to ensure that fiscal year State Performance Standards are met. . Advises on Improvements in providing health care services in facilities that are licensed by the HCFD or ICFD. Provides advice and guidance to directors or staff of new or existing facilities regarding space utilization and reviews and makes recommendations for the improvement of schematic and final architectural plans for construction and renovation.
As assigned, performs full range of duties which may include liaison and trouble-shooting responsibilities to resolve problems and/or violations in health care facilities and agencies. Supervises the review of plans of correction submitted by the facilities in response to deficiency reports. Recommends acceptance or denial of the plans. Works with the facilities to develop acceptable plans of correction, when necessary. Supervises and directly provides in-service training and consultation to nursing and other professional staff within the HCFD or ICFD in all regulatory matters. These matters include, but are not limited to, current or pending licensing and certification laws and regulations, ways to strengthen services delivery, and appropriate actions for correcting deficiencies. Investigates and/or supervises the investigation of serious unusual incents and complaints. Documents complaints, the investigation, and the outcomes. Assures that corrective action is taken appropriately. Conducts reviews of survey packages from division's staff to ensure completeness and accuracy; and performs updates of the database. Prepares and/or reviews licenses and certification and transmittal form and ensures the completion of the licensure and federal certification processes.
Qualifications and Education
A graduate or higher-level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission of Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Preferred Experience:
At least 5 or more years supervising/managing nurses,
Surveyor Minimum Qualifications Test (SMQT) certification. If not present upon hire, successful completion within the first year of employment is necessary.
Licenses and Certifications
Applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Working Conditions / Environment
The work may be performed in both an office and on-site in health care facilities, client's homes, inpatient facilities, clinics, and other non-traditional settings. The incumbent may be required to work with emotionally disturbed or potentially hostile clients who may have communicable diseases. Such situations may require the nurse to take specific safety precautions. The incumbent may be required to work beyond the regular tour of duty during a survey or investigation to obtain an approved plan by the facility if there is harm or potential harm to a patient/resident.
Other Significant Facts
Incumbent may be required to attend specific training as identified by the program and/or federal grant requirements both locally and nationally according to the District of Columbia travel guidelines.
Incumbent may be required to work rotating shifts, be on call in emergency situations such as (natural and/environmental disasters, public health incidents and emergencies) depending on work location assignments and program requirements.

Duration of Appointment: MSS At-Will. This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.
Pay Plan, Series and Grade: MS-0610-13
Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.
Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C.
