Position OverviewAllegany County is seeking a qualified and experienced leader to oversee the development, maintenance, and operation of a secure and reliable public works infrastructure throughout the County.
Under the general direction of the County Administrator, the Superintendent of Public Works directs operations across all Department of Public Works divisions, including Buildings and Grounds, Bridges, County Highway, DPW Administration, Engineering, Road Machinery, Solid Waste, and Weights and Measures.
The position requires maintaining important working relationships with internal and external contacts on matters related to Public Works. Performs related duties as required.
Knowledge, Skills, and AbilitiesThe ideal candidate will possess the following knowledge, skills, and abilities:
- Thorough knowledge of civil engineering and a good knowledge of general engineering principles and practices relating to highway construction, reconstruction, and repair, as well as building design, construction, maintenance, and repair.
- Thorough knowledge of administrative techniques and practices, including relationships between contractors, public agencies, and the general public.
- Thorough knowledge of budgeting, financial recordkeeping, and personnel administrative control.
- Ability to plan, organize, and effectively direct the work of others, while working cooperatively with related firms, agencies, and personnel.
- Ability to establish and maintain effective working relationships with labor organization employees, union representatives, and management.
- Ability to analyze and resolve administrative and engineering problems and make sound decisions.
- Ability to communicate and work effectively with public officials, professional personnel, and the general public.
- Ability to use computer applications, including spreadsheets, word processing, email, and database software.
- Demonstrates initiative, resourcefulness, good judgment, and tact.
Desired QualificationsCandidates must meet
one of the following qualification pathways:
Option A: High School Diploma or Equivalency- Graduation from high school or possession of a high school equivalency diploma.
- Seven (7) years of experience in public works construction and/or maintenance work, including at least two (2) years in a supervisory capacity with budget responsibility.
Option B: Associate's Degree- An associate's degree in Civil Technology, Mechanical Technology, or a closely related field.
- Four (4) years of experience in public works construction and/or maintenance work, including at least two (2) years in a supervisory capacity with budget responsibility.
Option C: Bachelor's Degree- A bachelor's degree in Civil Engineering, Architecture, or a closely related field.
- Two (2) years of experience in public works construction and/or maintenance work in a supervisory capacity with budget responsibility.
Education Note: Education beyond the secondary level must be obtained from an institution recognized or accredited by the New York State Department of Education's Board of Regents as a post-secondary, degree-granting institution.
Special Requirements- Possession of a valid New York State Class D driver's license at the time of appointment and throughout the duration of employment.
- Pursuant to New York State Public Officers Law Section 3, the successful candidate must be a United States citizen, at least 18 years of age, and a resident of New York State and Allegany County, the political subdivision in which the duties will be performed.
