  • Evaluate bids and negotiate contract execution for lump sum turnkey and EPC contracts.
  • Organize presentations and meetings with contractors and clients.
  • Develop and distribute RFPs; manage pre-mobilization process.
  • Proactively ensure contractors comply with contracts and timely progress reporting.
  • Close out contracts by resolving issues, finalizing invoices, and evaluating contractor performance.

Full Job Description
As a Subcontracts Manager for PCL Industrial Construction Co. in Houston, Texas, Harrison County, West Virginia, Williston, North Dakota, you9ll have the opportunity to collaborate closely with project teams and trade partners to manage subcontract agreements, mitigate risk, and keep projects progressing efficiently.

This is a construction-focused position that requires a strong understanding of construction-only or EPC project execution and subcontract management. We are seeking a candidate with hands-on construction experience who understands how work is scoped, estimated, sequenced, procured, and executed in the field. This individual will apply that knowledge to evaluate scopes of work, challenge assumptions, hold trade partners accountable, and drive predictable, value-focused results across our renewable energy projects.

Here9s how a Subcontracts Manager for PCL Industrial Construction Co. within US PICCo contributes to our team:

Responsibilities

  • Perform pre-award contract activities, contractor pre-qualification, and interface with engineering/construction, project and client personnel to support the preparation of RFP.
  • Provides feedback to Finance and Commercial Risk (F&CR) to identify and ensure compliance with project-specific contract requirements.
  • Bid evaluation and negotiations up to award and contract execution specifically related to lump sum turnkey, EPC contracts for major process units.
  • Organize and prepare presentations, and meetings with contractors and clients.
  • Develops and transmits requests for proposals (RFPs); Manages pre-mobilization process and deliverables.
  • Be proactive with contractors to ensure contract compliance, generation of progress, schedules, daily and other status reports, invoices and supporting documents in a timely manner.
  • Perform close-out of contracts; finalize outstanding contract issues, final invoices and contractor performance evaluations.


Qualifications

  • 6+ years of experience in subcontracts and/or procurement, with at least 5 years of experience working in the industrial construction sector.
  • Strong understanding of legal concepts such as offer and acceptance and what constitutes a breach of contract, allowing for the competent management of contract issuance and execution.
  • Bachelor9s degree or diploma in business administration, business management, construction, or a related discipline.
  • Develops and negotiates subcontracts, arranges payments, and proactively manages and coordinates subcontracts in the field.
  • Required knowledge of contract law, engineering, procurement and construction techniques with strong working knowledge of technical aspects.
  • Required knowledge of industrial construction methods and materials, risk analysis, good analytical skills, and organizational skills.
  • Preferred experience in any of the following construction arenas: Heavy Industrial, Oil & Gas, Petrochemical, Refineries or Power Generation.
  • Excellent written, verbal, computer, and negotiation skills.
