Overview

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

 

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. 

 

We have a near-term need for a Sr. Requirements Analyst - Federated Interoperability to provide onsite support out of Norfolk, VA. 

Responsibilities

The successful candidate will support federated interoperability activities across the capability lifecycle, including eliciting, capturing, and documenting interoperability requirements across all aspects of DOTMLPFI. The position will contribute to the development and refinement of policies, directives, concepts, and processes related to federated interoperability and will coordinate and contribute to the activities of the Federated Interoperability Branch. The candidate will also engage with Communities of Interest (COIs), prepare participants for interoperability events and activities, and provide timely, actionable guidance on applicable interoperability processes, tools, and events.

The candidate will monitor and assure the quality, completeness, and consistency of interoperability test data maintained within designated tools, identifying and resolving data gaps to support effective reporting and analysis. Responsibilities will include supporting the analysis of collected interoperability data and contributing to the development and delivery of reports and briefings. The position will also administer and maintain user accounts for designated interoperability test tools, ensuring secure and appropriate role-based access.

The successful candidate will provide direct support to Branch and Section Heads and work collaboratively with NATO and national stakeholders in support of federated interoperability objectives. The position requires travel to meetings, conferences, and interoperability-related events both within and outside NATO boundaries for up to 30 days per year. The candidate will also perform additional duties, as required by the COTR, that are consistent with the applicable labor category.

Qualifications

Required:

  • Bachelor’s degree.
  • Demonstrate a minimum proven work experience in the following areas:
    • 5 years in the past 10 in multinational collaboration, coordination, preferably in NATO or equivalent multinational environments.
    • 3 years in the past 10 supporting interoperability initiatives, campaigns, programmes or activities, across multiple stakeholders and nations. Examples include but are not limited to: the annual Coalition Warrior interoperability Exercise (CWIX); TIDE Sprint; TIDE Hackathon; Digital Interoperability Verification Experiment (DIVE); Federated Mission Networking (FMN); Interoperability 360 workshops (IO360).
    • 3 years in the past 10 of managing and delivering interoperability requirements including governance, data collection and reporting.
    • 3 years in the past 10 of planning, preparing, coordinating, and managing events, meetings, workshops, conferences, exercises, or similar activities for cross-functional project teams and stakeholders.
    • 3 years in the past 10 of facilitating and coordinating the production of meeting notes, action lists, reports, and briefings and summaries for military and civilian audiences up to Flag/General Officer or equivalent level.
  • Experience managing, editing, and processing interoperability data using NATO or national toolsets (for example CWIX Wiki or IOCore).
  • Program and Project Management experience in the past 10 years within a complex and dynamic program environment.
  • Able to demonstrate excellent organizational skills, including the ability to manage timelines, deliverables, task tracking, and stakeholder coordination.
  • Active NATO or National SECRET security clearance.
  • Valid NATO Nation passport with no travel restrictions to NATO nations.
  • Able to work fully on-site based on clients needs.
