  • Coordinate program meetings and reviews, representing leadership and providing feedback.

Full Job Description
Overview:

Provides pricing, technical evaluation guidance and contractual negotiation support to the Government for programs such as JASSM(Joint-air-to-surface standoff missile) and LRASM (Long range anti-ship missile) that are focused on the movement to Digital Acquisition frameworks in the coming years. Work may adjust where the need occurs within the Eglin AFB Armament Directorate (AFLCMC/EB) portfolio to coordinate efforts on Digital Acquisitions with specific focus on pricing and technical evaluation coordination, to include interacting and guiding engineers to use data based processes and equation based Basis of Estimate (BOE) evaluation techniques. Directly supports any IPT leads (O-5/NH-04) and acts as his/her government project leader for each negotiated position as the conduit for PM to Contracting; accomplishing detailed analysis where needed in Excel or in other analysis tool mediums with full documentation of the methods used. Requires high levels of experience engaging acquisition and technical subject matter experts, senior professionals/leaders at Eglin, industry, and Pentagon as well as gathering data and providing summaries of data to decision makers.

Primary Responsibilities:
  • Responsible for lead pricing and negotiations analyst for the USG with responsibility to the Materiel Leader for budget, positions and scheduling of contract negotiations/offer exchanges of proposals from performers for AFLCMC/EB.
  • Primary duties include leading initial development of PNM inputs, PNM authoring, Business Clearance positions and briefing to leadership and Contracts.
  • Assisting in the development of strategic negotiating plans for emerging classified projects that includes analyzing, managing and supporting advanced systems study evaluations and outcomes.
  • Analyze science and technology capability lifecycles and transition of capability from development to production as a secondary skill set and experience requirement.
  • Collect, complete, organize and interpret technical data and information.
  • Develop/analyze project status, risks/opportunities, schedules and milestones.
  • Coordinate and facilitate program meetings and reviews. Prepare and brief program leadership. Represent Leadership at various meetings and provide feedback/recommendations as required.


Required qualifications:
  • 12+ Years of Weapon/Platform Pricing and negotiations experience as a lead for development/production contracts in industry or for USG
  • 4-year bachelor's degree from an accredited university or college
  • Proficiency in MS Office products (Excel, PowerPoint, Word, Project)
  • Active Secret Clearance; TOP SECRET clearance ideal but not required at job start


Desired qualifications:
• Experience supporting AFMC/AFLCMC EB Programs or Joint weapon programs negotiations and source selection
• Experience in system acquisition to include development, integration, production, and fielding of capabilities with focus on contract and proposal formation and evaluation
• Technical Degree, APDP PM Level III, PMP, MBA or other advanced degree
• SCI Eligible / SAP Eligible

Travel:
• 4-6 times annually
